JOB DESCRIPTION
Under the direct supervision of the Bureau Director / Assistant Bureau Director, the Project Development Officer V shall act as the Division Chief who shall provide technical support and shall oversee the Division’s deliverables based on schedules, projects, plans, and activities manages personnel and provides mentorship and guidance in the operation and implementation of the capacity building activities, emergency response preparedness, policy development, building partnership with external stakeholders, and managing special projects. Can work under pressure.
Functions and Responsibilities:
1. Accountable in ensuring that the commitments of the Division, along with activity/project implementation, financial management, resource management (Procurement, Property, Supply, Records, and Human Resource), and other critical areas are timely complied with and delivered;
2. Leads and enhances policy papers, manuals, and modules governing disaster preparedness and response to ensure alignment with national standards and organizational objectives;
3. Provides technical input and guidance in reviewing and approving proposals related to preparedness activities and projects;
4. Ensures the recruitment, training, deployment, and readiness of manpower, including Quick Response Teams (QRT), to maintain a highly skilled and mobilizable workforce for immediate disaster response;
5. Directs and coordinates comprehensive capacity-building initiatives along Camp Coordination and Camp Management, Internally Displaced Persons Protection, QRT Management, and other areas related to DRMB mandates;
6. Lead the deployment of trained Quick Response Team (QRT) Staff for disaster-
related activities;
7. Lead in partnership development and collaborative initiatives with external partners and other stakeholders, such as international organizations, NGOs, and other government agencies;
8. Develop and establish necessary mechanisms, procedures, and processes to ensure effective, timely, and coordinated preparedness and response operations;
9. Lead in the procurement, prepositioning, and management of Non-Food Items to
ensure its ideal quantity based on the internal guidelines;
10. Leads the development of the Bureau’s strategic plans and commitments, ensuring
they are aligned with the organization’s mission and long-term objectives;
11. Lead, mentor, and motivate division staff to foster a productive and cooperative work
environment;
12. Ensures the timely recruitment and hiring of DRMB personnel, in strict adherence to established guidelines, policies, and procedures, while also ensuring that the recruitment process aligns with organizational needs, job specifications, and disaster response preparedness objectives;
13. Provides comprehensive technical supervision and guidance to staff to ensure commitments and deliverables are accomplished;
14. Attend and participate in meetings and events organized by the development partners and other partner stakeholders as assigned by the Division Chief, Assistant Bureau Director, and Bureau Director;
15. Represent the division in the Bureau’s Management Committee and other engagements with internal and external partners/stakeholders;
16. Ensures that the tasks and deliverables designated to the division achieve Complete
Staff Work status; and
17. Undertake additional duties that may be assigned from time to time by higher authorities.

2. Developed, enhanced, and approved Policies, Manuals, Terms of Reference, and Project Proposals;
