JOB DESCRIPTION
Under the supervision of the Division Chief and Section Chief, the Planning Officer III is responsible for providing technical assistance and support in policy analysis, formulation, and enhancement related social welfare and development (SWD) and social protection. The role includes contributing to the Department’s policy and research agenda, drafting position papers on House Bills, Senate Bills, international agreements and other policy-related documents, preparing technical inputs and talking points for regional and international engagements and supporting inter-office and inter-agency committee work. The Planning Officer III also participates in in-house/DSWD research activities, ensure timely submission of quality outputs following the prescribed formats and requirements of all necessary reports and perform other related tasks assigned by supervisor from time to time.
Functions and Responsibilities:
1. Provide technical support in developing policies on social welfare and development (SWD) and social protection;
2. Review and provide inputs on executive and legislative bills pertaining to SWD and social protection;
3. Draft policy analysis paper, policy notes, background papers, discussion papers as reference of management decision and policy making;
4. Lead the drafting of country/department positions on regional and international issues relevant to social welfare and development sectors;
5. Develop, implement and monitor the Department’s Policy and Research and Evaluation Agendas;
6. Implement the DSWD Research Protocol;
7. Provide inputs and talking points on international cooperation, agreements, and multilateral engagements;
8. Monitors implementation of SWD policies and compliance with international declarations and commitments to the Region (e.g., ASEAN, APEC, UN);
9. Provide technical assistance and secretariat support functions to inter-office and inter-agency committees;
10. Prepare project and research proposals and briefing materials for regional/international bodies;
11. Prepares reports with corresponding recommendations as basis for policy decisions;
12. Draft Terms of Reference for policy and research consultants;
13. Manage consultancy services as assigned;
14. Act as resource person in seminars and trainings;
15. Represent the Bureau to internal and external meetings, trainings, and conferences, as assigned by the Bureau Director or Division Chief;
16. Undertake official travel as authorized;
17. Performs other related tasks as needed.
