Training
:
At least sixteen (16) hours of training related to technical and report writing, data analysis and utilization, monitoring, evaluation, research, project management, social protection or social development areas, international cooperation, international policies, planning and technical writing
Experience
:
At least one (1) year of professional experience in technical and report writing; analysis of data and available statistical materials; popularization of research outputs, management of mid-sized datasets; social development, planning, project management, research and evaluation, and international cooperation.
Experience in handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage.

JOB DESCRIPTION
Under the general supervision of the Division Chief, provides support to the immediate supervisor and/or section chief in performing functions in the monitoring and evaluation of DSWD programs, projects and services; provides necessary technical assistance to other Offices, Bureaus, Services, and Units (OBSUs), Field Offices, and external stakeholders; conducts research and provides inputs to various draft policies, bills, guidelines and international resolutions and documents; and performs other related tasks assigned by the supervisor from time to time.
Functions and Responsibilities:
1. Assists in the formulation of action plans and recommends policies in response to evidence-based issues and challenges in the implementation of DSWD programs, projects and services;
2. Assists in the review of program results framework and indicators to ensure achievement of outputs and outcomes following the DSWD Strategic Plan;
3. Assists in the development and/or management of monitoring and evaluation activities, such as but not limited to the conduct of spot check and process evaluations for DSWD programs, projects, and services;
4. Assists in the development of data collection, performance measurement, impact assessment, quality assurance and other M&E tools and protocols;
5. Participates in various monitoring and evaluation activities for the DSWD programs, projects and services;
6. Assists in the preparation of descriptive, diagnostic, predictive and prescriptive analytics/reports of social welfare and development data;
7. Assists in communicating the results of monitoring and evaluation activities of the Department and ensure follow-through on compliance to recommendations and policy actions;
8. Assists in the popularization and dissemination of monitoring and evaluation study results;
9. Develops information, education, and communication materials related to monitoring and evaluation activities;
10. Provides feedback and inputs on developed policies and plans relative to results-based monitoring and evaluation;
11. Provides technical assistance and capacity-building activities on inter/intra agency and OBSUs on RMBE and program and project evaluation;
12. Provides technical secretariat support to boards and committees as may be assigned and authorized;
13. Coordinates and supervises the division’s activities, plan formulation, plan implementation, monitoring, reporting and evaluation for the effective delivery of outputs;
14. Attends to internal and external meetings, training/workshop/conference as assigned and authorized; and
15. Performs other related tasks as may be assigned and authorized.
Job Outputs:
1. Consolidated quantitative and qualitative data that can be used in formulation and updating DSWD’s plans and policies;
2. Draft/inputs to Program/Project/Organization M&E Plan;
3. Draft/inputs to standards/tools for planning, monitoring and evaluation and management system;
4. Draft/inputs to accomplishment and assessment reports;
5. Draft/inputs to spotcheck, rapid assessment and other special assessment reports;
6. Draft/inputs to research and evaluation reports;
7. Draft/inputs to data visualization outputs (e.g. HPMES database and dashboard) and data analysis reports;
8. Draft/inputs to communication plan for the popularization of M&E plans and study results;
9. Draft/inputs to DSWD plans and policies (e.g. Sectoral Plans, Organizational Plan, Research and Evaluation Agenda, Policy Agenda)
10. Act as resource person for topics related primarily to monitoring and evaluation, report and technical writing, research, evaluation as well as policy, planning, resource management and data governance as needed; and
11. Draft/inputs to various reports such as highlights/minutes of meetings, summaries of agreements (SOA) and feedback reports.
