:
At least 40 hours of technical training on sectoral concerns (issues of women, children,
elderly, indigenous peoples and persons with disabilities), planning, research, or
monitoring and evaluation; At least 24 hours on personal development or supervisorial
training.
Experience
:
At least three (3) years of supervisory experience, at least 3 years of relevant
professional experience particularly on plan formulation/development, policy formulation/
development, monitoring and evaluation, or project management; Should have excellent
communication skills, both in speaking and writing, and at least one year experience in
coordination and networking.

JOB DESCRIPTION
Under direction of the Division Chief, provides technical assistance, monitors and evaluates DSWD OBSUs, Field Offices, LGUs, NGOs and POs in the implementation of social protection and social welfare and development policies and plans; undertakes action research for a more effective planning, policy and plan implementation monitoring and evaluation; assists the Division Chief and performs other related work.
Functions and Responsibilities:
1. Facilitate and assist in the development of the agency investment plan;
2. Prepare progress/ project monitoring reports/ accomplishment reports;
3. Collaborate and coordinate the agency’s investment plan;
4. Develop work plans for externally funded projects;
5. Monitor and implement the work plans;
6. Ensure the strategic plan has an accompanying budget source through investment planning;
7. Ensured conduct of regular progress monitoring of external partnerships/Official Development Assistance projects;
8. Conduct spot checks of ODA projects to track the progress of local implementation;
9. Perform results monitoring of external/ODA projects;
10. Monitors, reviews, and prepares the annual public investment program (PIP) and three-year rolling infrastructure programs (TRIP) of the Department, ensuring alignment with the Department's Strategic Plan and Thrust and Priorities;
11. Performs other related tasks as may be assigned and authorize;
12. Provides technical assistance to the Department’s offices, bureaus, services, units, and Field Offices on external projects;
13. Attend to internal and external meetings, trainings/workshops/conferences as assigned and authorized;
14. Provides technical secretariat support to boards and committees as may be assigned and authorized;
15. Coordinates and supervises the Division’s activities, plan formulation, plan implementation, monitoring, reporting, and evaluation for the effective delivery of outputs;
Job Outputs:
1. Inputs to Social Protection (SP) and Social Welfare and Development (SWD) Plans
2. SP and SWD Plan Implementation Monitoring Reports;
3. Periodic Monitoring Reports; Accomplishment Reports;
4. Policy/research recommendations, project/activity proposals, position papers, guidelines, terms of reference, performance assessment reports and other technical/special reports;
5. Feedback reports on coordination and networking activities;
6. Presentation materials on SP and SWD plans, statistics, data reports, technical assistance content and procedures, and other similar materials;
7. Work plans and schedules
8. Individual Performance Contracts and Reports;
9. Documentation and minutes of meeting; and summary of agreements; and Office memorandum and other transaction documents.

8. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
9. Performance Rating in the last rating period or its equivalent, as may be applicable (For those applicants from the public sector vying for promotion, a performance rating is required).
