JOB DESCRIPTION

The Project Development Officer III (PDO III) serves as the Division Chief of the DROMIC Division, and is primarily responsible to ensure that the Division fully complies with its mandated functions and responsibilities in disaster response, per AO 02, s. 2015, as an integral component structure of the DRMB. Exercising unchallenged independence, the PDO III is responsible and accountable for DROMIC’s day-to-day operations: to identify solutions to challenges and problems that may arise; evaluate the possible risks in its program operations; devise risk management procedures with special attention to the key risk areas; and present all possibilities to address the issues at hand.


Functions and Responsibilities:

1. Oversees and provides direction to implement the plans and work of the division;

2. Supervise the entire DROMIC Division operations monitoring and data management;

3. Supervise the DROMIC Staff and their specific functions relative to the collection, manipulation, and data analyses; oversee report preparations; and provide technical inputs to the individual work of the division staff; 

4. Prepares and submits plans and reports of the division;  

5. Closely consult and coordinate with the Bureau Director and with other Division Chiefs of the Bureau relative to other regulatory work matters;  

6. Plan, program, and distribute works; review and evaluate performance of employees; and maintain moral discipline among employees; 

7. Oversee the outputs of the division from start to finish of the program cycle;

8. Oversee regular updating of the required information to be posted at the DRMB & DROMIC websites; 

9. Review/screen official DROMIC documents for signature and/or action of the Bureau Director; 

10. Provide comments and inputs on correspondences, policies, and guidelines;

11. Provide technical assistance to Field Offices; 

12. Promotes teamwork, high integrity and productivity among division staff; and  

13. Perform other DROMIC-related works that may be assigned from time to time by higher authorities.


Job Outputs:

1. DROMIC annual operational plan in Gantt chart; 

2. Well-defined and aligned DROMIC staff TORs vis-à-vis DROMIC mandate; 

3. Clearly deliberated DROMIC Staff IPCRs; 

4. Record of Supervision to DROMIC staff; memorandum; related communications 

5. DROMIC year-end PREW;  

6. Feedback reports on field missions / field monitoring visits / technical assistance; meetings, workshops, trainings, etc.; 

7. DRRM-related DROMIC Reports; 

8. Comments and inputs to correspondences, policies, and guidelines as required by the Bureau Director; and  

9. Other reports may be required.

10. Authenticated copy of Civil Service Eligibility and/or Valid PRC ID /proof of payment or schedule of appointment for the PRC renewal license; and

11. Individual Performance Contract Rating (IPCR) in the last rating period or its equivalent for external applicants (Performance Evaluation/Appraisal) from the previous/current employer.
