CSC PRESCRIBED QUALIFICATION STANDARDS

Education          :  Bachelor degree in Social Work

Experience        :  Two (2) years of relevant experience

Training             :  Eight (8) hours of relevant training

Eligibility            :  RA 1080 (Social Worker)

PREFERRED QUALIFICATION STANDARDS

Education          : Bachelor’s Degree in Social Work

Experience   : At least 3 years of experience in any or in combination along the following areas: policy development, review, and/or research; social development, planning, project management experience also preferred

Training       : At least 40 hours of relevant training or exposure to activities related to social development, policy, or any sectoral concerns (e.g. women, children, PWDs, elderly, IPs, etc) an advantage.

JOB SUMMARY

Drafts policy-related documents identifying gaps and recommended actions relative to sectoral or other social welfare and development concerns. Provides comments and inputs to various draft bills, guidelines, and international resolutions and documents. Prepares formal communications in response to various queries, complaints, and/or other letters received from various stakeholders. Provides technical support to pertinent UN, APEC and ASEAN Bodies ensuring the Department's active participation and contribution to the formulation of social protection related policies and initiatives at ASEAN, APEC, UN and within the bounds of other bilateral/multilateral agreement. Initiate, coordinate and facilitate inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC, UN and other bilateral/multilateral agreements relative to the monitoring of compliance to regional and international commitments/instruments along social welfare and development/social protection. Provides necessary technical assistance to other OBSUs, Field Offices and other stakeholders and duty-bearers in line with policy formulation and development, including policy review and legislative advocacy; and performs other related tasks assigned by supervisor from time to time.

Functions and Responsibilities:

1.     Prepares inventory/updating of SWD legislation, policies and issuances;

2.   Craft / consolidate the Department/ Philippine position on emerging regional and international issues/ concerns for bilateral/ multilateral cooperation relevant to the social welfare and development sector;

3.     Prepare formal response to written queries, letter-complaints, and/or other communications received from various stakeholders;

4.  Draft Concept/Discussion/Policy Papers or Notes/Briefs identifying gaps and recommended actions relative to sectoral or other social welfare and development concerns;

5.     Prepare project/activity proposal for policy development and advocacy activities;

6.     Develop project for ASEAN/ APEC funding or for funding of other development partners;

7.  Provide comments and inputs to various draft bills, resolutions, international documents, and internal policies or guidelines;

8.     Coordinate and facilitate consultation dialogues and coordinative meetings as well other advocacy-related activities;

9.     Provide technical support on inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC, UN and other bilateral / multilateral agreements relative to the monitoring of compliance to regional and international commitments/ instruments along social welfare and development;

10.  Provide technical and secretariat support to UN, APEC and pertinent ASEAN bodies such as AMMSWD, SOMSWD, ASCC, SOCA, ACWC;

11.  Provide technical assistance to other OBSUs, Field Offices and external researchers as needed;

12.  Acts as resource person at trainings and seminars; and

13.  Undertake official travel as authorized

14.  Performs other tasks assigned by the supervisor from time to time.

JOB OUTPUTS

1.     Policy/Discussion Papers, Policy Notes/Briefs, Concept Papers, Country Briefing Paper, Project Concept and Proposal Project Completion Report during Conduct of ASEAN Forum/ Conference/ Seminar

2.     Comments/Inputs to draft bills, resolutions, and internal guidelines,

3.   Briefing notes and compilation of reference documents on International/Regional Bodies as may be needed (Technical Support to Senior Officials attending a UN Convention)

4.     Plans and accomplishment Reports of the Division and Office (quarterly, semestral and annual reports)

5.     Communications, ie., letter-replies, transmittals, endorsements/referrals, acknowledgements, follow-ups, memoranda

6.     Project/Activity Proposals

7.     Feedback Reports, Documentation of Activity Proceedings, Highlights/Minutes of Meetings

Initial Shortlisting:

Obtain 75% of the maximum total ETE score and only those who obtained a high average percentile on Initial Qualifying Test
