JOB DESCRIPTION
Under the direct supervision of the Division Chief, the SWO IV shall act as the Section Chief of the Family and Community Welfare Programs Section. As the Section Chief, the SWO IV shall supervise the performance of the staff handling different portfolios of the Section and provide coaching, mentoring, and technical assistance. As Section Chief, the SWO IV shall ensure the proper representation of the Department to the different inter-agency committees or groups on Family and Community Welfare.
Functions and Responsibilities:
1. Acts as Head and Supervisor for a specific section, thus ensuring performance and management of the section.
2. Formulate, propose, and develop policies specific to the programs being handled.
3. Perform policy research and review for the revision/enhancement of existing policies of programs being handled.
4. Provide guidance, supervision, and mentoring to ensure effective service delivery;
5. Responsible for overseeing and coordinating all programs within the Section;
6. Ensure the Section’s compliance with deliverables for family and community sector programs;
7. Collaborate across the Bureau and with other OBSUs and external offices to enhance partnerships and ensure holistic program implementation for family and community section;
8. Attend meetings and other official gatherings with inter-agency committees related to family and community welfare programs and services;
9. Collects, consolidates, and analyzes data for the section’s accomplishment reports preparation;
10. Prepares project proposals, work plans, and financial plans;
11. Provides monitoring and technical assistance to the Field Offices relative to the program implementation and capacity-building activities;
12. Monitors fund utilization of the programs under the Section;
13. Attends Management Committee/ Division Staff Meetings;
14. Facilitates training and program review relative to the programs under the Section;
15. Act as a resource person in different capacity buildings and advocacy campaigns related to the family and community sectors; and
16. Performs other tasks as may be directed by the Division Chief or the Director.
Job Outputs:
1. Technical Assistance plan of the Section to the FOs;
2. Technical Reports (e.g., feedback reports, confirmation reports, acknowledgment reports; summary of agreements, etc.) submitted to the Division Chief and Director;
3. Implementing Guidelines, policy memorandum, program operations manual;
4. Capacity-building plan for inclusion in the IDCB;
5. Project proposals for the capacity buildings related to the programs; and
6. Quarterly and Annual Reports on the Family Welfare Program.

7. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
8. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
9. Performance Rating in the last rating period or its equivalent, as may be applicable (For those applicants from the public sector vying for promotion, a performance rating is required).
Internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Contract Rating (IPCR).
