JOB DESCRIPTION
Develop policy-related documents, identify gaps and recommended actions relative to sectoral or other social welfare and development concerns; Monitor compliance to national, regional and international commitments; Provides comments and inputs to various draft bills, guidelines, and international documents; Prepares formal communications in response to various queries, complaints, and/or other letters received from various stakeholders; Provides necessary technical assistance to other OBSUs, Field Offices and other stakeholders and duty-bearers in line with policy formulation and development, including policy review and legislative advocacy; and performs other related tasks assigned by supervisor from time to time.
Assist the Division Chief in planning, organizing and directing the work of the Division. Act as OIC in the absence of the Division Chief.

Functions and Responsibilities:
1. Assists the Division Chief in the day-to-day operations of the Division;
2. Monitors the implementation of social protection and social welfare and development policies and plans;
3. Prepares position papers on various proposed House Bills and similar policy recommendations and proposals on SWD and social protections;
4. Provides technical assistance to the Department’s offices, bureaus, services, and units in the formulation and development of social protection and social welfare and development policies;
5. Formulates policies relative to social protection and social welfare and development and provides technical inputs to proposed SP and SWD policies or guidelines and other technical papers in relation to international, national and regional commitments;
6. Coordinates and network with bodies/agencies concerned with SP and SWD policies, planning, statistics and data management, research, monitoring and evaluation;
7. Performs secretariat support functions to inter-office and inter-agency committees;
8. Craft/finalizes the Department/Philippine position on emerging regional and international issues/concerns for bilateral/multilateral cooperation relevant to the social welfare and development (SWD) and social protection sectors;
9. Draft comments, inputs, and talking points on possible areas of cooperation relevant to SWD and social protection programs, activities, and projects that could be raised during State Visits and Regional/International bilateral/ multilateral meetings;
10. Monitors implementation compliance on relevant SWD policies and laws at the national level, including declarations and commitments to the Region (ASEAN), UN Conventions and other international instruments;
11. Prepares Briefing Notes and compilation of reference documents on International/ Regional Bodies as may be needed;
12. Leads the provision of technical support on inter-office, inter-bureau, and inter-agency meetings on ASEAN and other bilateral/ multilateral agreements relative to the monitoring of compliance to regional and international commitments/ instruments along SWD;
13. Leads in the provision of technical and secretarial support to the Regional Commitment in the ASEAN sectoral bodies such as the AMMSWD, ASCC, SOCA, and ACWC;
14. Develops project proposals for national and international funding;
15. Attends internal and external meetings, trainings, and conferences as assigned by the Bureau Director or Division Chief; and
16. Performs other related tasks as may be assigned and authorized.
