Experience

·       Three (3) years of relevant experience in positions involving:

- Research and evidence-based practice;

- Participatory program design and development;

JOB DESCRIPTION

Under the supervision of the Bureau Director and the Social Welfare Officer V, the Social Welfare Officer IVs shall perform team leadership functions along research, design, materials development, pilot-testing, and evaluation, and perform planning functions along with other related work.

Functions and Responsibilities:

1. Lead a technical team in the analysis, design, testing, evaluation, promotion, and institutionalization of social technologies (STs);

2. Coach and mentor team members on all aspects of social technology development;

3. Oversee the conduct of research and evaluation activities, ensuring quality and timely completion of reports;

4. Develop and refine concept papers, project design, monitoring and evaluation framework, guidelines, manuals, and other technical documents related to social technology development;

5. Lead the provision of technical assistance to pilot areas and the troubleshooting of pilot implementation challenges;

6. Facilitate the thorough documentation of the pilot implementation as well as the identification of best practices, lessons learned;

7. Coordinate and network with internal offices, field offices, LGUs, and partner agencies for the promotion and institutionalization of Social Technologies;

8. Contribute technical expertise to the development of sectoral and strategic plans, reports, and legislative proposals;

9. Ensure timely and accurate compliance with all bureau requirements, including planning, budgeting, risk management, quality assurance, and institutional and capacity development;

10. Perform other related duties as assigned.
