JOB DESCRIPTION

Oversees, plans, directs and supervises the division in the provision of technical assistance, monitoring and evaluation to devolved and retained workers, LGUs, NGOs, and POs in the implementation of social welfare and development programs and services; recommends training programs, strategies/approaches for more effective implementation and does other related work. Conduct coaching and mentoring sessions between and among staff, as needed.

Functions and Responsibilities:

1. Oversees the efficient and effective implementation of the program focal persons of the division;

2. Provides technical assistance, coaching, and mentoring to program staff to ensure responsive monitoring of programs being handled;

3. Represents the Department or bureau in inter-agency and inter-office meetings, committee meetings, conferences, and social welfare-related activities as may be delegated;

4. Propose, review, and execute policies and reforms to ensure high service delivery and adherence to program standards;

5. Supervised section/unit/heads on administrative and program concerns;

6. Evaluate and submit reports for the bureau and respond to urgent concerns;

7. Recommended policies for development and research;

8. Innovates strategies to enhance technical assistance monitoring and advocacy efforts;

9. Maintain linkages/networking and coordination with LGUs, NGOs, POs, partner agencies, services providers, and other stakeholders in the implementation of social welfare and development programs and services;

10. Acts as a resource person on various internal and external activities; and

11. Performs other related tasks as may be assigned. 

 

Job Outputs:

1. Technical assistance plan and operations plan;

2. Propose policy reforms and enhancements (based on research and implementation data)

3. Periodic reports: monthly, quarterly, semestral;

4. Policy guidelines relative to the program;

5. Inputs and comments on the memo drafted by concerned staff;

6. Accomplishment Reports; 

7. Feedback report on meetings and other relative activities attached;

8. Compliance plans and reports; and

9. Correspondence/memo to concerned staff, as needed.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

Note:
(i) For those applicants from the public sector vying for promotion, a performance rating is required.
(ii) For internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Commitment and Review Form (IPCRF).
