JOB DESCRIPTION
The job ensures that the NCMIMD is able to provide technical support to the Juvenile Justice and Welfare Council along the strategic coordination, monitoring and evaluation of efforts of various agencies on the implementation of Republic Act 9344 as amended.
Functions and Responsibilities:
1. Act as the Head of the Division to oversee, plan, direct and supervise the Division in the provision of technical assistance;
2. Direct the staff in the identification and crafting of policy recommendations, guidelines, monitoring and evaluation and provision of technical assistance;
3. Monitor compliance of duty bearers with the mandate and standards in juvenile justice and welfare set by the law;
4. Review reports/letters/guidelines for provision of inputs;
5. Prepare recommendations on the strengthening of coordination, monitoring and evaluation system and efficient operation/utilization of the NJJWMIS based on result of documents review, consultation with staff and external relevant interested parties, and issues faced during the implementation of projects/conduct of major activities for submission to the Deputy Executive Director and Executive Director;
6. Prepare and leads the execution of work and financial plan along with the PPMP of the Division.
7. Prepare report on the accomplishment of the Division for submission to the management;
8. Recommend issuance of council resolutions/guidelines, improvement of coordination, monitoring and evaluation system, Selection of LGUs for the grant of national budget counterpart for the construction of Bahay Pag-asa and Priority projects or deliverables of the Division;
9. Plans, programs and distribute work;
10. Motivates, train and develop employees;
11. Reviews and evaluates the performance of employees;
12. Maintains morale and discipline among employees;
13. Develops cooperative and well-coordinated workforce;
14. Coordinates and cooperates with other organizational units within the agency;
15. Perform other tasks as may be assigned by the Deputy Executive Director and Executive Director/Council Chairperson.
Job Outputs:
1. Policy recommendations in the form of draft council resolutions;
2. Guidelines on monitoring and evaluation;
3. Monitoring and evaluation reports;
4. Report on coordination, monitoring and technical assistance on the establishment and operation of Bahay Pag-Asa facilities;
5. Establishment of the National Juvenile Justice Welfare Information Management System.
