                                                   Organizational Management/Development, Social Sciences, Public Administration,

Training                         :           At least four (4) hours training on human resource development, needs assessment,
                                                  training course design/development, training administration, learning and
                                                  development, facilitation, learning evaluation, data management, facilitation
Experience                     :           At least one (1) year experience on human resource development, learning and
                                                   development, learning needs assessment, training development, course delivery and
                                                   administration, facilitation, data management
Eligibility                        :           Career Service Professional (Second Level Eligibility)

JOB DESCRIPTION

Under general supervision and with some latitude for the experience of independent judgement, shall be engaged in moderately responsible work pertaining to the assessment, development, implementation, monitoring and evaluation of learning and development interventions for DSWD officials and employees.

Functions and Responsibilities:

1. Assists in the development, implementation and monitoring and evaluation of L&D programs/interventions for DSWD employees.

     a. L&D Planning
         • Prepares document sources for the development of the LNA and L&D Plans;
         • Administers LNA Tools;
         • Monitors submission of LNA respondents;
         • Assists in the collation, tabulation and evaluation of LNA results;

     b. Learning Design and Development
         • Develops/enhances instructional materials and necessary visual aids appropriate to the topic and target participants;
         • Develop/enhance learning tools, forms and templates on L&D

     c. LDI Implementation
         • Prepares pre-, during-, and post- training documents and requirements
         • Coordinates/arranges administrative and logistical requirements to appropriate office or person
         • Acts as member of the Learning Management Team
              ○ Acts as assistant facilitator during the actual conduct of L&D Interventions of the Division
              ○ Provides technical support in the implementation of L&D interventions
              ○ Writes documentation and executive summary report of training/CB programs/L&D interventions conducted
              ○ Acts as chat administrator during the conduct of online sessions.

     d. Learning Monitoring and Evaluation
         • Provides assistance in the conduct of M&E Activities
         • Consolidates L&D Evaluation Data (Level 1, 2 and 3)
         • Maintains/updates database on LDIs, service providers, etc.
         • Prepares status/updates, and accomplishment reports

     e. Office Administration
         • Prepares general correspondences
         • Prepares minutes of the meeting, feedback report, etc.
         • Prepares financial documents such as Obligation Request Slip, Disbursement Vouchers, etc. for processing of payment of service providers

2. Acts as administrator of online learning tools
         • Migrates and updates self-paced online learning portal content
         • Source out relevant learning materials that can be uploaded in the learning portals

3. Performs other tasks as may be required by the Section Head, Supervising Administrative Officer, Division Chief and/or the Director.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and 
10. Performance Rating in the last rating period or its equivalent, as may be applicable (For those applicants from the public sector vying for promotion, a performance rating is required).

Internal (including COS workers) and external applicants from the public sector:  Latest and duly approved Individual Performance Contract Rating (IPCR).
