The **Personal Property QA Inspector** will ensure Transportation Service Providers (TSP) / Global Household Goods Contract (GHC) (Homesafe Alliance) are providing and performing in accordance with the requirements outlined in the DOD 4500-9 R, Part IV on both domestic and international shipments.
**Responsibilities**
+ Monitors service provided by the TSP as required by DTR Part IV, International Tender and the Domestic 400NG Tariff as well as other guidance provided by USTRANSCOM to insure the Government and the customer is receiving the quality service promised by the Defense Personal Property System (DPS) program and the GHC provided by industry.
+ Completes a DD Form 1780 for DPS Shipments or a Shipment Evaluation Report for a GHC Shipment for each shipment inspected and maintains a performance file for each service provider with copies of the inspections and all other communications including letters of warning, GHC Performance Work Statement (PWS) violations, suspensions, reinstatement, and or customer complaints.
+ Maintains photographs in the performance file if available.
+ Looks for recurring deficiencies or patterns of bad performance and takes action to warn, suspend or recommend disqualification through USTRANSCOM.
+ Monitors service which includes inspection of TSP performance on the job site and observes and reports violations.
+ Inspection includes manner of packing to ensure it is in accordance with the Tender of Service on file with USTRANSCOM or the GHC.
+ Inspection also includes observing to ensure carrier personnel are properly attired, not under the apparent influence of intoxicants and if so, reporting to the agency Manager.
+ Settles disputes that occur between the customer and the commercial TSP.
+ Utilizes automated systems requests of DPS shipments and reviews them for special packaging, handling, and loading of property and either approves or denies pre-approval request for accessorial services utilizing the Defense Personal Property International Tender and the Defense Personal Property Program Domestic 400NG Tariff.
+ Maintains publications and other data for various statistical reports.
+ Creates analytical queries utilizing the DPS system, ETOPS, and GHC related systems to retrieve reports.
+ Other duties as assigned.
**Qualifications**
+ High School graduate or equivalent
+ Minimum one (1) year experience in the packing, loading area for commercial household goods commercial household goods agency or Government Transportation Office in counseling and or inspection
+ Possess and continuously maintain a current valid driver’s license
**Knowledge, Skills and Abilities**
+ Ability to pass a National Agency Check wth Inquiries (NACI) for computer access
+ Possess a good working knowledge of the Department of Defense Regulation 4500-9R Part IV, Joint Federal Travel Regulation Volume I and II and the Defense Personal Property System that applies to shipment and or storage of personal property for DOL Military and Civilian Employees.
+ Ability to become very familiar with the requirements of the DPS, GHC, Mil-Move and Home Safe systems.
+ Be highly computer literate.
+ Ability to cross train in other areas of personal property
+ Ability to complete required Certifications with the GHC program.
+ Ability to lift and/or move up to 50 pounds
