Personal Property Supervisor

Responsible and accountable to the Transportation Manager for ensuring each section performs their duties as required. The Personal Property Supervisor is responsible for the day-to-day operations of the Personal Property Shipping Office (PPSO) Operations on Fort Liberty and AR 5‐9, Installation Agreements. Sets the daily workload, approves timecards, and exercises supervision over the daily activities of employees assigned to all sections (In/Outbound, Non-temporary storage, Call Center, Personal Procured Movements, the PPSO Quality Control section and Personnel/Group Movement section). Ensures the effective and efficient administration of all activities setting and adjusting priorities as needed. Responsible for providing guidance for employees and customers pertaining to any/all regulations as well as recommending courses of actions to move household goods. Ensures employees are in compliance with current Department of the Army (DA), (DOD) standards and Company Policies. Captures and tracks data to prepare daily, weekly and monthly reports/slides within scheduled or unscheduled suspense times. Plans, develops, and implements internal procedures, methods and techniques for determining the appropriate mode of transportation of personnel as related to the organization's responsibilities and requirement. Ensure customers are provided courteous and professional service. Responsible for the efficient management of all assigned personnel, equipment, facilities, and ensure office is opened and secured at prescribed times per the contract and PWS. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. MAJOR JOB ACTIVITIES: Outbound Household goods: Oversee the Processing of requests for OCONUS and CONUS shipping of household goods utilizing carriers with valid Government contracts approved by SDDC (Surface Deployment and Distribution Command). Non-temporary storage: Oversee the Processing of requests for storage of household goods utilizing warehouses with valid Government contracts approved by SDDC (Surface Deployment and Distribution Command). Quality Control: Oversee the inspections of household good shipments, deliveries and Government approved warehouses. Ensures that inspection rates are meeting requirements in accordance with the PWS (Performance Work Statement) and the DTR (Defense Travel Regulation). Personal Procured Move: Oversee the processing of PPM payments to the services member. Assist service member in completing required documentation for payment. Submit documentation to Government Representative within prescribed time limits. Personal/Group Movement: Oversee monthly balancing and reconciliation of Centrally Billed accounts; planning itineraries and scheduling of travel accommodations for Service Members and Dependents IAW travel authorizations and Federal Regulations. Arrange Group Moves Travel using commercial buses and Charter Air. As Supervisor, acts as technical liaison with other departments (Internal/External) concerning transportation actions during business hours to include after hours and weekends. Performs other duties and assignments as required. WORKING ENVIRONMENT: Extensive interaction with section employees and the customer is required. Work includes long strenuous hours and must be able to work an uncommon tour of duty including nights, weekends and holidays. Must be able to work under pressure and comply with published company work rules. Working conditions also includes performing the requirements under certain time and resources constraints. PHYSICAL ACTIVITIES: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Qualifications MINIMUM QUALIFICATIONS: EDUCATION/CERTIFICATIONS: 2-year degree or 5 plus years Formal Government/Military training in related transportation/logistical field. 3-5 years’ experience in transportation of Personal Property Shipments Must have at least 5 years of documented supervisory experience in personal property shipments. Must be able to successfully pass a pre-employment drug test. Must have a valid State Driver’s License with no restrictions. Must be able to obtain and maintain a Common Access Card (CAC). Must be able to provide proof of U.S. Citizenship, such as a birth certificate or a U.S. Passport. Must be able to maintain driving privileges aboard the Fort Liberty Installation. EXPERIENCE: Five (5) years of experience in automated personal property automation systems, to include Defense Personal Property System (DPS) and Electronic Transportation Operation System (e-TOPS). Experience with personal property counseling and claims procedures and familiarity with Direct Procurement Method, Non-temporary storage and local move shipment methods and procedures is required. Must have the ability to provide information and reports, resolve issues and recommend actions to improve delivery of services to the customers. The technical and managerial knowledge and practical knowledge of transportation from military or related civilian occupation. SKILLS: Must be able to operate a computer and be proficient in Microsoft Excel, Word, and Outlook. Requirements may include the ability to learn the use of additional software in a timely manner. Must be able to speak, read, and write the English language. Must have skills in verbal and written communications to conduct meetings, execute plans, and prepare reports, plans, and working instructions. Must have excellent computer skills including experience with Microsoft Office Word and Excel, PowerPoint, and Access. Strong leadership skills and requires initiative, good judgment, attention to detail. Must be skilled in prioritizing work and responsive to the needs of others in the organization.
