Summary About the Position: This position supports the Defense Health Agency (DHA) Administration Security division, and is located in Falls Church, VA. A recruitment or relocation incentive MAY be authorized for highly qualified candidates.. Salary negotiation MAY be available for those candidates who are new to Federal service. Credit for prior non-Federal work experience and certain military service for determining annual leave accrual rate MAY be authorized. Student loan repayment MAY be authorized. Responsibilities Process contractor and subcontractor classification and clearance levels required for contract performance. Process suitability and security eligibility determinations. Maintain security specific databases to track clearance investigations and eligibility. Track the status of periodic re-investigations and requirements regarding interim access clearances. Provide technical and administrative assistance in the formulation of policies, plans, and procedures in the area of personnel security investigations for contractors. Assist the Lead Personnel Security Specialists in the performance of inherently government duties of the Defense Health Agency (DHA) Trust Agency Sponsorship System (TASS). Maintain liaison with all Defense agency customers, the Defense Security Service, FBI, OPM, and other DOD and Federal adjudications and security offices, to obtain or provide personnel security information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes monitoring automated security systems (such as the Electronic Questionnaires for Investigations Processing (E-QIP) program, electronic application (eAPP), etc.) and all requests for investigations to ensure timely processing; reviewing all incoming security investigation related documents (such as questionnaires, fingerprint cards and supporting documentation) for accuracy; AND initiating or reviewing suitability and/or security eligibility determinations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety and Security Management; National Security; Intelligence and Security Studies; Criminal Justice; Law Enforcement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Personnel Security Security Program Management Security Tools and Methods Time in Grade Requirement: Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
