Summary The incumbent will assist in providing all procurement support for the Pharmacy Service. This responsibility mandates compliance with all Veterans Health Administration (VHA), Drug Enforcement Agency (DEA), Food and Drug Agency (FDA) and all federal rules and regulations regarding contract compliance, purchase card procedures, reconciliation requirements, control point rules, controlled substance purchasing, purchasing documentation maintenance, and general inventory control processes. Responsibilities Total-Rewards-of-an-Allied-Health-VA-Career-Brochure.pdf Pharmacy Technician: vacareers.va.gov/wp-content/uploads/sites/5/Total-Rewards-of-a-Pharmacy-Technician-Career-Flyer.pdf Duties include but are not limited to: - Initiating ordering requirements of pharmaceuticals, specialty, and supply items through pharmacy prime vendors multi complex accounts or other mandatory sources using various methods of payment - Maintaining accountability of daily purchases and coordinating receipt, controlling budget ledger, assuring consistent delivery schedules are employed and handled in a manner mutually beneficial to Supply Chain and Management Service and Pharmacy Service, and appropriately dispersing stock into designated storage areas - Utilizing the Government purchase card program for direct orders up to the micro purchase threshold, following all applicable VA financial policy, rules, and regulations while maintaining required proper documentation, and reconciliation of receipt of all orders for auditing and accountability purposes, training, etc - Assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, ensuring inventory control through perpetual evaluation and analysis, funds control, receiving shipments of goods, assuring compliance with storage requirements for pharmaceutical items, and liaison - Purchasing using National contracts (NAT), Federal supply schedules (FSS), Blanket Purchase Agreement (BPA) and open market etc. to ensure compliance with federal acquisition regulations, and policy, understanding the contracting hierarchy of all purchases - Assisting in determining ordering inventory intervals, inventory levels and the most cost-effective/efficient ordering quantities utilizing the prime vendor or other mandatory sources - Ensuring compliance with Drug Supply Chain Security Act (DSCSA) for prime vendor and open market purchases and utilizes manual and automated processes to ensure compliance - Initiating reports of omitted orders, develops, and adheres to processes to sequester medications until DSCSA requirements are adhered to and follows through to resolution - Reviewing the documentation for the affected product(s) and lot number(s), verifying if any affected product(s) lot numbers (s) were found in circulation and where stored VAMHCS-wide respectively, sequestering any recalled product as required, and returning drugs for replacement and/or credit according to specifications of each recall announcement - Removing outdated, unusable, and excess inventory from stock, isolates and processing them for safe removal according to VHA Directives and standard operating procedures - Performing other duties as assigned. Qualifications Basic Requirements: United States Citizenship: Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. ยง 7407(a). Education or Experience: None required. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. OR NHA as a ExCPT English Language Proficiency: Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Pharmacy Technician, GS-08 Experience. In addition to meeting the basic requirements, you must possess at least one (1) year of experience equivalent to the next lower grade level (GS-07). Experience at the GS-7 level includes: Mentor and train lower graded pharmacy technicians in the practice setting. Assist advanced/specialized pharmacy technicians and participate in performance improvement initiatives. Use independent judgement to perform the full range of duties in the pharmacy. Functions as staff Pharmacy technician in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT OR NHA as a ExCPT Knowledge, Skills and Abilities (KSAs) In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section. Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. Basic knowledge of pharmacy procurement, distribution and storage requirements to maintain a safe working environment. This includes not limited to Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), United States Pharmacopeia (USP) and DEA requirements and regulations. Ability to assist in determining and modifying as necessary: ordering intervals, inventory levels and cost-effective ordering quantities from required sources based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns in medical practice, delivery time requirements and urgency of medical need. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level have a higher level of responsibility for specialized areas of pharmacy and are expected to independently carry out assigned tasks of considerable difficulty. Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. Pharmacy Technician (Procurement/Inventory). Pharmacy technicians at this level serve as an ordering officer delegated by the national acquisition center contracting officer for the purpose of ordering against the national pharmacy prime vendor (PPV) contract and national blanket purchase agreements (BPA) for pharmacy. They are responsible for ordering medications and supplies from required sources and meeting contract compliance while maintaining multiple complex accounts with the PPV. They utilize the Government purchase card program for direct orders up to the micro purchase threshold per VA financial policy. Pharmacy technicians at this level are responsible for regulatory and formulary requirements to meet patient needs within budgetary limits.
