The purpose of this position is to provide management and leadership direction for clinical operations of Phlebotomy services which support inpatient and outpatient locations at PPV and Center for Health & Healing (CHH2), DCH and support the mission and objectives of OHSU Healthcare. The incumbent works cooperatively with the Administrative Department Director and appropriate medical directors to manage the physical and human resource assets of the department in accordance with departmental, hospital, and corporate policies. The incumbent is responsible to maintain all laboratory operations at high standards consistent with all quality policies and to meet all accreditation requirements.
Function/Duties of PositionOPERATIONS MANAGEMENT:
Directs operations in the PPV, CHH2 and DCH outpatient and inpatient phlebotomy sections. Demonstrates high-level customer service to both internal and external customers by timely responsiveness to customer needs. This includes acting at all times to ensure client satisfaction through positive interaction, excellent telephone and face to face communication skills, timely handling of specimens and paperwork, thorough problem-solving, and ensuring that the same standards are met by supervised staff. Interacts with clinicians, patients, and other clients regarding aspects of laboratory services such as: appropriateness of orders, specimen collection and handling, labeling, etc., and communicates with other lab sections when necessary to answer questions. Formulates policies and procedures to ensure consistent and reliable policies. Reviews policies and procedures with director and writes procedures in standard formats for distribution and implementation among section staff. Demonstrates excellent personal communication skills by listening, being confident, out-going and positive, and train staff in these skills. Trains section staff in standard operating procedures to ensure consistently optimal service in all situations. Serves as a resource for other laboratory and hospital staff.FINANCIAL RESOURCE MANAGEMENT:
Develops and monitors sections’ budgets including submitting budgets in expected format and timelines, while meeting financial expectations. Understands financial systems and uses them effectively. Monitors monthly variances using expected format and within time lines. Meets or exceeds budgeted goals as determined in conjunction with the Pathology Administrative Department Director. Works with technical staff and faculty to plan and implement processes to ensure budget targets are met. Continually assesses opportunities for increased productivity and efficiency. Financial reports show sustained or improving financial picture.HUMAN RESOURCES MANAGEMENT:
Designs and implements staffing plans which ensure coverage of work, meeting turnaround time goals, and high quality results on all shifts. Selects employees who demonstrate understanding of organizational culture and job-specific duties and provides continuous feedback, encouragement, and coaching and addresses employee performance issues. Manages human resources according to hospital policies and procedures. 100% of employees participate in GROW reviews and mandatory education annually. 100% of employees have a current position description including performance standards, essential job functions, development plans, and competencies. Manages human resources according to labor laws and collective bargaining contracts with no repetitive violations of contract articles or labor laws or untimely response to filed grievances. Works with staff to recognize team and individual accomplishments, ensure open communication, teamwork, and high level customer service. Required Qualifications Bachelor’s degree or higher in Medical Technology, chemical, physical, biological science, business management or related field 4 years supervisory/lead experience in hospital laboratory services, or equivalent.Four years of work experience predominantly in clinical laboratory.Strong customer service skills and effective verbal and written communication skills.
Knowledge of laboratory compliance and regulatory issues, including billing and coding; and the ability to implement procedures and policies to ensure compliance.
Extensive knowledge of quality control, quality assurance, and performance improvement principles and processes.
Ability to communicate and work effectively in a leadership role, and to interact in a positive, productive way with all hospital staff, and to maintain and promote a customer service focus in all aspects of work.
Knowledge and/or experience witha Laboratory Information System and hospital information system Comprehensive understanding of the roles and responsibilities of the staff represented within the lab sections.
Comprehensive knowledge and ability to apply the principles and practices of business, financial, and human resources management.
MT(ASCP), AMT, MLS(ASCP), PBT(ASCP) or equivalent

Preferred Qualifications Masters or advanced degree in technical, business or related field Experience in a tertiary care hospital.
