The primary purpose of this position is to serve as a Photographer providing highly specialized still and video photography. To plan photography projects, including selection of subjects, background, positioning and manner of presentation supportive of the mission. To process photos and videos with specialized computer software and printer equipment. Responsibilities Provides specialized still and video photographic support. Operates on location and studio still and video cameras and editing equipment. Manages and cares for photographic equipment, supplied, and materials. Keeps abreast of emerging technology and applications and research and recommendations technical solutions. Assists in carrying out the public affairs program and produces materials that support the commander's public affairs goals. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Photography Series 1060. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. EDUCATION AND EXPERIENCE REQUIREMENTS GENERAL EXPERIENCE: Applicant must have at least 3 years of general work experience, 1 year of which was equivalent to at least NH-01/GS-04 grade level. Experience in operating camera and/or processing equipment. Such experience may have gained in (1) operating still cameras, copy cameras, motion picture cameras, video camcorders, or other types of camera equipment that involved arranging lighting and composition, (2) developing and printing film or negatives, or (3) a combination of both. OR EDUCATION: Four years above high school leading to a bachelor's degree with major study in photography, or 24 semester hours of course work or other fields obtained in an accredited college, university, vocational school or technical institute related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION A combination of education and experience that provided the applicant with knowledge of photography equivalent to a major in the field. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of comprehensive still and video photographic principles and practices sufficient to plan and photograph subjects, events, and activities. Knowledge of a variety of specialized photographic equipment, techniques, and processes sufficient to complete assignments requiring high degrees of detail, critical timing, and critical focus. Knowledge of DAF and DoD standards and requirements for managing audio visual records based on guidance from the National Archives and Records Administration and applicable Federal laws. Skill in operating standard and specialized cameras. Skill in using computer hardware and software to generate high quality, precisely scaled still and video photographic images. Ability to apply a variety of advanced photographic techniques. Ability to comprehend Public Affairs concepts, principles, policies, and practices, and written and oral communication and visual information principles, methods, and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
