PHYSICAL SECURITY SPECIALIST
Summary You will serve as a PHYSICAL SECURITY SPECIALIST/ANTITERRORISM OFFICER in the SECURITY DEPARTMENT of NAVBASE POINT LOMA SEC DET. Responsibilities You will analyze existing Antiterrorism/Force Protection plans to recommend new policy and counter measures. You will coordinate the command's security awareness and education program for command personnel. You will conduct vulnerability assessments to confirm sufficient protection (e.g. property, information, material) for the organization. You will assess the threat levels at facilities throughout the Command's Regions to implement immediate security countermeasures. You will conduct vulnerability assessments to confirm sufficient protection (i.e. property, information, material) for the organization. You will conduct physical security and crime prevention surveys as directed by managers and senior staff. You will create and conduct personnel security training for all department personnel. You will serve as the Antiterrorism Officer (ATO) with responsibility for development, implementation, management, execution, and oversight of all elements of the AT program for Naval Base San Diego. You will manage programs pertaining to Antiterrorism/Force Protection and Physical Security. You will conduct and analyze vulnerability, criticality and risk assessments to identify security risks. You will analyze and identify security educational needs of the workforce and weaknesses in the security program to provide solutions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing threat assessments for personnel and assets which have anti-terrorism responsibilities; 2) Updating plans, manuals, and instructions to provide recommendations regarding changes to security specifications; 3) Conducting inspections of mission essential vulnerable assets, arms, ammunition, and explosive storage facilities and critical infrastructure; 4) Conducting classroom, formal, and informal training on crime prevention and physical security awareness programs; 5) Serving as a Loss Prevention Technical Specialist/ Security Advisor for the installation during meetings. A SPēD certification is required within 24 months of assuming the position and must be maintained through the entire length of appointment. Incumbent can expect to be called upon to conduct on-site surveys of discrepancies in the field periodically. Such work will include driving, walking, and occasionally hiking. WORK ENVIRONMENT: The risks and discomforts imposed by an outdoor environment are minimal to an individual in reasonably good physical condition. Incumbent is responsible for accomplishing assigned work in a manner that will assure his own safety and the safety of others. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
