Pay Range:

$93,090 - $136,656 Annually

$93,090 - $113,988 Annually for the J14.2 level

$111,600 - $136,656 Annually for the J14.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a FIE Physical Security Specialist. You will be responsible for the daily execution of the physical and technical security functions to ensure compliance with Department of Energy (DOE) security standards.

In this role you will

Interpret and apply technical and administrative requirements of SCIF constructions / renovations from concept design to completion in compliance with LLNL, Department of Energy (DOE), Department of Defense (DoD), and Intelligence Community (IC) directives, orders, and policies. Perform as Site Security Manager (SSM); prepare Construction Security Plans (CSP), Pre-Construction Plans, Fixed Facility Checklist (FFC) & TEMPEST requirements.  Conduct periodic Physical Security (PHYSEC) inspections for the duration of projects to ensure compliance, construction design, and security standards. Assist in the development and maintenance of proper documentation for information personnel, and physical security procedures as required by DOE, Intelligence Community Directives (ICD) and sponsor directives.Prepare and review self-assessment checklist, reoccurring PHYSEC surveys, inspections, storing and record keeping as required for SCIF lifecycle.  Participate in government compliance inspections and formulate Corrective Action Plan (CAP) as required.  Assist in the development and implementation of operations, security plans, procedures, and policies by rulings, interpretations, and acceptable deviations for compliance with regulations from Accrediting Office (AO) and government agencies. Apply knowledge of operations of Electronic Security Systems (ESS) to include Intrusion Detection Systems (IDS) and Automated Entry Control Systems (AECS). Proactively support security requirements for maintenance and project proposals including development of Basis of Estimate (BOE) or Rough Order of Magnitude (ROM) in support of classified programs and SCIF lifecycle. Create and maintain partnerships with the DOE, government agencies, internal / external organizations, contractors, employees, and managers involving FIE operations. Provide operational support on PHYSEC matters and activities to Special Security Officer (SSO) affecting FIE operations.Perform other duties as assigned.

In addition at the J14.3 level

Provide complex and dynamic professional security support and oversight of Sensitive Compartmented information Facilities (SCIFs) and related Field Intelligence Element (FIE) Operations. Develop documentation, policies and procedures to ensure evolving customer security requirements are met for the Compartmented Area, and other required areas of the facility.  Create and negotiate Construction Security Plans with DOE IN-23.Organize and coordinate alarm testing and Accrediting Official (AO) reviews. Prepare and review security plans and lead inspections, audits, self-assessments, and other work activities related to physical and personnel security for SCIFs, FIE members, and SCI holders. Maintain compliance records and/or corrective action plans.Serve as a knowledge leader and general resource to employees.  Assess, analyze, apply and implement security related policies, procedures, methods, operational requirements, practices, and deliverables in compliance with LLNL, DOE Office of Intelligence and Counterintelligence, DoD, and Intelligence Community Directives (ICDs), orders and requirements which can vary from program to program, to facilitate Strategic Intelligence Partnership Program (SIPP) work onsite. Qualifications This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.Bachelor’s degree in Security Management or related field or equivalent combination of education and/or training in a security discipline(s) and related security experience.Experience in administering and implementing security requirements in physical, technical, information, personnel, or cyber security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.Comprehensive knowledge of and experience with general security principles and disciplines (Personnel Security, Physical Security, Information Security etc.); comprehensive knowledge of and experience with regulatory requirements/guidelines and compliance issues related to DOE and the IC.Experience reviewing, evaluating, and assisting with the development of implementation plans for DOE and/or ICD physical security orders, manuals and other directives relating to physical security.Proficient working knowledge of orders and regulations related to SCI facilities and SCI control systems.Excellent customer service and organizational skills with ability to multi-task and work independently to meet deadlines.Proficient written and verbal communication skills and experience delivering presentations and preparing written reports.

In addition at the J14.3 level

In-depth knowledge and experience reviewing, evaluating, and collaborating with the development of implementation plans for DOE and/or ICD physical security orders, manuals and other directives relating to physical security.In-depth experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, investigative narratives, formal reports and other correspondence. 

Qualifications We Desire

Advanced knowledge of DOE Orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.Working knowledge of and experience applying LLNL, DOE, and IC practices/policies and security requirements in a classified environment.Demonstrated working knowledge and understanding of the IC requirements for the protection of IC sources and methods. Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance. 

Pre-Employment Drug Test
