Physical Security Threat and Risk Assessment (TRA) Analyst (6-9 month contract)

SUMMARY 

The Physical Security TRA Analyst  will be a member of the BGIS NCR RP1 Security Team and will support the Facility Security Assessment and Authorization (FSAA) program with; facility assessments, risk indicator tool assessment, FSAA policy, standards in compliance with the RP1 contract, Base building security standards and all Government of Canada (GOC) Security instruments.

KEY DUTIES & RESPONSIBILITIES 

 

Facilities Security Assessment

Assist the National Threat and Risk Assessment (TRA) Manager in providing facility assessments based on the Risk indicator tool or the contractual requirements. Keep pace with emerging Risk assessment and Physical Security trends and technologies. Maintain an up to date account of local, regional, provincial and federal threats to base building facilities through the Integrated Terrorism Assessment Centre (ITAC) as a Counter Terrorism Information Officer (CTIO). Conduct facility security assessments as required by the Regional Security Managers through projects including travel within Canada. Provide Physical Security FSAA advice and guidance on Assets, Threats, Vulnerabilities, Residual Risk and Projected Residual Risk to all RP1 Security Personnel, Regional Security Managers and Facility Managers through their respective Regional Security Manager under the guidance of the National Threat and Risk Assessment Manager. Security Assessment innovation, planning and presentation based on emerging technology and trends. Develop a BGIS National Standard for FSAA compliant with PSPC (client) Base Building Security Standards. Assist Regional Security Managers in reviewing contracted FSAA reports to ensure they meet both BGIS and client standards. Develop and maintain a National database of Security Recommendation Implementations by Assessment and notify the National TRA Manager and respective Regional Security Managers of non-implementation. Attend FSAA and security related meetings as required Perform additional security and administrative duties as required by the CSO and the National TRA Manager.

Facility Risk Indicator Program

Assist the National TRA Manager in the development of a Risk indicator tool for all RP1 facilities. Prepare and obtain approval for a communications plan for the Risk indicator Tool for client, Project Managers, Facility managers and Regional Security Managers. Conduct an annual Risk indicator survey (questionnaire) for all facilities and coordinate the dissemination to all Regional Security Managers and Facility Managers. Develop and maintain the risk indicator data base and produce the risk indicator list to assist Regional Security Managers. Ensure the efficiency and effectiveness of the risk indicator tool while complying with all GOC Security Instruments.

Communication/Awareness

Develop and deliver the FSAA awareness sessions to Managers, Regional Security Managers, Corporate Management, Facility Security Managers, The MTL and their teams. Develop and deliver Risk indicator program awareness sessions to internal and as required client technical authority under the guidance of the National TRA Manager.

KNOWLEDGE & SKILLS

 

University degree with 3-5 years of relevant work experience, or an acceptable combination of comparable and relevant education and experience Strong working knowledge of the Harmonized Threat and Risk Assessment methodology with respect to infrastructure protection. (Either Infrastructure Protection and International Security (IPIS) Program experience or 3-5 years HTRA application) Experience in design, implementation and or management of analytical software and numerical simulation that can be applied to physical security management, trends and risk forecasting. (3-5 years as program lead) Experience in writing technical documents and lengthy formal reports. Including managing technical projects. (5-10 Years) Extensive experience in visual basic for applications, spreadsheets and knowledge of Python scripting language. (3-5 Years) Extensive experience in technical projects that can transfer to FSAA projects. (3-5 Years) Facility Security Assessment and Authorization Experience or application. Extensive knowledge of Microsoft Office suite      Knowledge of Security lighting surveys and IESNA standards. Knowledge of Crime Prevention Through Environmental Design (CPTED) concepts. Extensive knowledge of preparation and presentation of technical content that can relate to security applications. (3-5 years of experience) Knowledge of the GOC Security Instruments. (PGS, Directives, Standards and Policies). Able to calmly manage a fast-paced work environment with several ongoing high-priority tasks. (3-5 years) Able to process, prioritize and respond to a high-volume of e-mail communication. (3-5 years) Demonstrated ability to effectively communicate information to various audiences and all levels of the organization, both verbally and through written communications. (3-5 years) Must be dependable, responsive, customer oriented and possess the qualities of diplomacy, tact, excellent judgment, discretion and initiative and perform in a multi-tasked and dynamic environment. (3-5 years) Excellent interpersonal, written, verbal, and presentation skills. (3-5 years) Requires the ability to make sound decisions, manage time, take independent action, analyze problems and provide focused solutions. (3-5 years) Strong and effective leadership skills. (3-5 years) Working knowledge and understanding of the Policy on Government security all related Government of Canada security standards and industry standards. (3-5 year) English mandatory French ability an asset.

Licenses and/or Professional Accreditation

Infrastructure Protection and International Security (IPIS) program, experience preferred.
