More About the Role:
The Defense & Intelligence Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Outside Continental United States (OCONUS) 3M Work Center Supervisor in Yokosuka, Japan. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.
As part of the SMIT Pier Services contract, this position supports the Navy’s Maintenance and Material Management (3M) program—the Navy’s largest maintenance program, designed to ensure operational readiness of equipment. The 3-M system provides structured processes for planning, acquiring, organizing, and evaluating maintenance resources and support. Within this system, the Leidos Work Center Supervisor (WCS) will be responsible for maintaining comprehensive knowledge of equipment deficiencies within the Work Center (WC), recording all deficiencies, and using the Automated Work Notification (AWN) system to ensure that all 3-M System documents are accurately submitted to departmental leadership.
The Leidos Work Center Supervisor (WCS) will be responsible for maintaining a comprehensive 13-Week Accountability Log, including both the current and previous logs. The WCS will ensure that all 3-M documentation is accurate, legible, and submitted promptly. Responsibilities include overseeing Planned Maintenance System (PMS) documentation, scheduling through SKED, conducting Force Revisions (FR), performing spot checks, coordinating Self-Monitored Assessments (SMA), submitting Feedback Reports (FBR), and ensuring that all Periodic Maintenance Requirements scheduled for command are completed and reported as required.
What You'll Get to Do:
•Responsible for managing the day-to-day activities of the Navy 3M processes for the region.
•Maintain copies of the current Force Revision (FR) NAVY PMS Digital Video Disk (DVD), List of Effective Pages (LOEP) for every WC, changes issued between FRs in their original format and classified Maintenance Requirement Cards (MRCs) for the Piers network.
•Advise, monitor, and assist Government Department Head, and other regional site, work center supervisors (WCS) in matters concerning the 3-M System and updates.
•Monitor the 3-M PQS Program and maintain an auditable record of personnel qualified in 3-M PQS regarding the piers network.
•Maintain a master accountability log of all PMS changes within the Piers program.
•Track the reporting of completed maintenance actions related to an alteration or because of a configuration change with timely processing of Automated Shore Interface configuration and logistic data (as applicable).
•Develop and maintain a Split Maintenance Index Page (MIP) Log.
•Develop and administer the PMS Spot Check Program.
•Review all shore installation packages for Configuration, PMS, or Locally Generated Maintenance requirements in the shore installation program SPIDER.
•Providing a weekly status of the pier services’ Self-Assessment Program, CSMP and PMS of the Pier Services equipment.
•Ensure the Configuration Management Database reflects current Pier services configuration.
•Ensure the Configuration Management Database accurately reflects equipment changes whether the action is performed by command personnel or outside activities.
•Assists with the development and application of business processes to ensure appropriate service levels.
•Assisting with development and maintenance of the current 3M process along with the Government leads.
You'll Bring These Qualifications:
•Bachelor’s degree with 4–8 years of relevant experience or a Master’s degree with 2–6 years of relevant experience. Extensive 3M experience may substitute for a degree.
•U.S. citizenship and active DoD Secret Clearance required.
•Current Information Assurance Technician (IAT) Level II certification (e.g., CompTIA Security+).
•Hands-on experience with DoD networks, including NIPR and SIPR.
•Proficient in Microsoft 365 products and services.
•Proven experience in planning, implementing, and executing maintenance programs.
These Qualifications Would be Nice to Have:
•Formal training and documentation (PQS) in Navy 3M standards and procedures.
•Familiarity with the Navy SKED, or the 3-M Planned Maintenance System (PMS) System Scheduler.
•Ability to utilize and maintain an AWN (Automated Work Notification) account, which is an application of the Navy which is part of the, Maintenance Management Automated Information System (MMAIS).
•In-depth knowledge of the Navy's Maintenance and Material Management (3M) system, including experience with preventative maintenance schedules, records, and reporting requirements.
•Prior experience in a Navy or military environment, ideally with hands-on involvement in 3M operations or similar maintenance and logistics systems.
•Solid understanding of Navy or government equipment, repair procedures, and technical requirements, including familiarity with relevant regulations, standards, and safety protocols.
•Proven track record in identifying and resolving maintenance issues efficiently, including adaptability to changing priorities or unexpected challenges.
•Relevant certifications, such as Navy Enlisted Classification (NEC) related to 3M or Navy maintenance management, are a plus.
•Understanding of Naval Sea Systems Command (NAVSEA) standards and Navy maintenance regulations is highly preferred.
•Strong attention to detail and accuracy in data entry, with proven experience in recording and managing information efficiently in digital systems.

Pay Range:Pay Range $72,150.00 - $130,425.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
