CACI is seeking an experienced and highly skilled Senior C5 Systems Planner to join our team to support our customer, U.S. Southern Command (USSOUTHCOM), in Doral, Florida. This position is contingent upon award.  

The ideal candidate will be responsible for optimizing the operational planning and processes in alignment with ITIL best practices and USSOUTHCOM SCITES 2 Contract objectives. This role will play a crucial part in ensuring smooth and efficient planning activities to ensure the successful operations of the Enterprise Information Environment (EIE) across USSOUTHCOM Cyber Information Technology Enterprise Services (SCITES). 

Key Responsibilities:  

Leads development of comprehensive operational plans, policies, and strategies to support mission objectives across the combatant command in support of warfighter experience (WX) services 

Designs and analyzes operational scenarios, assessing potential outcomes, risks, and impacts on mission success 

Facilitates coordination among joint military services, interagency partners, and allied forces to ensure integration and synchronization of planning efforts 

Provides strategic and tactical planning expertise to guide the development of plans that align with SOUTHCOM priorities and objectives 

Conducts assessments of mission requirements, ensuring operational plans are realistic, achievable, and adequately resourced 

Assists with execution of operational plans, monitoring progress, and ensuring timely and effective implementation 

Identifies operational risks and develops mitigation strategies to minimize potential threats to mission success 

Advises on efficient allocation and management of resources (personnel, equipment, and logistics)  

Collaborates with cross-functional teams to integrate all aspects of military operations into the planning process 

Prepares and delivers presentations and briefings on planning status, operational concepts, and outcomes  

Supports design and execution of training exercises 

Conducts after-action reviews to evaluate the effectiveness of operational plans, identifying lessons learned  

Ensures planning activities comply with DoD regulations, directives, and policies 

Maintains accurate and comprehensive planning documentation, including timelines, resource allocations, and situational assessments 

Possesses and applies a comprehensive knowledge across key tasks and high impact assignments 

Plans and leads major technology assignments 

Functions as a technical expert across multiple project assignments 

May supervise others 

 

Required Qualifications:  

Must hold an active secret level clearance 

Bachelor’s degree in information technology, Computer Science, or related field 

Minimum 8 years of experience in IT change management roles 

Strong knowledge of joint military operations, interagency coordination, and allied force integration in developing complex operational plans.  

Exceptional analytical skills in designing scenarios, assessing risks, and aligning plans with established priorities and command objectives.  

Expertise in resource allocation, risk mitigation, and compliance with DoD regulations across the planning lifecycle.  

Strong leadership abilities in guiding cross-functional teams, conducting training exercises, and delivering high-level briefings on operational concepts.  

Proven record of leading major technology assignments and supervising planning teams within high-stakes military environments. 

ITIL v4 Foundation certification 

Proven ability to lead and facilitate meetings with diverse groups of stakeholders 

Strong analytical and problem-solving skills 

Experience with change management tools and ITSM platforms (ServiceNow) 

Preferred Qualifications: 

Experience in a large, distributed IT enterprise 

Knowledge of DevOps practices and principles

The proposed salary range for this position is:

$82,100-$172,400
