Michael Baker International is seeking an experienced and motivated Hazard Mitigation Planner to join our Community Engagement and Risk Communication (CERC)team. The successful candidate will strongly understand community resilience, including hazard mitigation, climate adaptation, and risk assessment. Support stakeholder engagement to help communities understand, communicate, and reduce their current and future hazard risks and vulnerabilities. You will be responsible for supporting exceptional deliverables through project life cycles, achieving client satisfaction, and maintaining profitability for the projects we execute. This position will be an integral member of the Emergency Management and Response (EMR) office located in Alexandria, Virginia. The position will be remote, located within commuting distance to the New York/New Jersey Metropolitan Area but reporting to the EMR office. The Planner will support the Federal Emergency Management Agency (FEMA) and may be asked to help with other contracts as needs arise.
Responsibilities include:
Collect and analyze data to support the delivery of community planning efforts related to any of the following efforts, including hazard mitigation planning, climate adaptation planning, risk assessments, disaster resilience and recovery, floodplain management, and urban and regional planning. Support stakeholder outreach and engagement efforts to promote inclusive engagement. Research and advise on community planning best practice standards and guidelines. Works with team members and clients to support the development of scopes, schedules, budgets, assumptions, and constraints for projects. Upon approval of individual projects, provide oversight for efficient and successful delivery across the full project lifecycle. Participate in client meetings and follow through on assigned action items directly with clients and communities. Guide team members for successful delivery across the entire project lifecycle, including developing estimates and forecasts. Proactively anticipates, identifies, raises risks and issues and strategizes appropriate responses. Confer with team members to provide advice, counsel, and resolve problems. Support business development and proposal efforts to win new work. Participate in assigned FEMA mapping activities such as Risk MAP meetings and local ordinance adoption. Support outreach activities and training sessions. Support FEMA Regions II in hazard mitigation, risk reduction, resiliency planning, natural/water resources planning, community development, hazard mitigation plans. Participate in meetings working with state, local, tribal, and federal officials, elected officials, residents, business leaders and technical experts. Evaluate existing mitigation "capabilities" through research of local plans, regulations, policies, and review of programs and documents. Creative problem-solving and organizational skills, Proactive communicator with clear and effective communication, using both oral and written communication skills. Must be able to build rapport and establish positive relationships with existing and prospective Michael Baker International clients to ensure client-focused performance.
PROFESSIONAL REQUIREMENTS
Four-year bachelor’s degree in planning or related discipline. Minimum of 3-5 years of experience. Knowledge of the intersection of local hazard mitigation plans or adaptation plans or climate action plans. Knowledge of floodplain management standards and practices. Understanding of National Flood Insurance Program (NFIP). Proven and demonstrated ability to communicate (orally and written) technical and scientific information to non-experts in a manner that is clear and compelling. Strong knowledge of federal emergency management, climate, disaster, and resilience-related regulations and best practice standards and guidance. All team members supporting CERC must be a U. S. Citizen or Legal Permanent Resident and obtain a Public Trust suitability prior to entry on duty (EOD). Strong attention to detail and demonstrated ownership and accountability for work. Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities. Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers, planners, GIS professionals, federal, tribal, and state government officials, and the public. Strong multi-tasking and organizational skills.
PREFERRED
Located within travel distance of the New York/New Jersey Metropolitan Area. Relevant professional licenses and certifications, such as Certified Floodplain Manager (CFM), American Institute of Certified Planners (AICP), or Certified Emergency Manager (CEM), are preferred. Ability to travel periodically, as needed (less than 20% and once travel restrictions are lifted) Industry involvement (e.g., Association of State Floodplain Managers (ASFPM) and Project Management Institute (PMI) are preferred. Bilingual English and Spanish proficiency are desirable.
COMPENSATION
The approximate compensation range for this position is $82,326.40 - $129,667.20 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
