JOB DESCRIPTION

he Planning Monitoring, and Evaluation (PM&E) Manager will support the transformation of World Vision Ghana into a learning and evidence-driven organization, ensuring effective systems and processes to ensure best practice across the National Office. The PM&E Manager will be contributing to the implementation of WVG Monitoring, Evaluation and Research and Learning (MEARL) strategy across the organization in responds to the following strategic objectives: implement an evidence-driven approach, leveraging the use of technology to improve data quality and enabling real-time monitoring, learning and decision-making.

The PM&E Manager will oversee internal programme evaluations to develop and promote a learning agenda to inform program strategy and funding decisions. The PM&E Manager primary focus is to lead the design and implementation of projects’ MEAL systems and processes capable of tracking progress against identified targets and determining its effectiveness across assigned countries; to support the implementation of the information systems; and to support NO teams in developing and implementing the monitoring and evaluation frameworks.

The PM&E Manager will report to the Senior Programme Effective Manager working in close cooperation with other PME team members.

KEY RESPONSIBILITIES

Quality Planning, Monitoring and Evaluation Framework and Systems:

Leads in provision of technical support to ensure quality implementation of assessments, designs/redesign, baselines, evaluations, and activities using partnership standards, guidelines, and approaches.Support Strategy Development; Technical Programme Narratives Project Development; Programme Quality Self Review Process and Faith and Development deliverables.Manage the development sustainable and transition plans for Area programmes, Grants and PNS projects and AP closure reporting processes.Provide technical support to Technical Programme Managers and Regional Operations Managers to ensure quality implementation of assigned AP programmes, grants and PNS projects.Provide technical support to Cluster/AP/Grants/PNS teams in the design of APs annual and multi-annual plans to ensure DIP, indicators and priorities are contributing to organizational goals and objectives.

Commissioning and Management of Evaluations

Leads assigned technical programmes/donor evaluations, ensuring evaluations are balanced across core evaluation principles and that they promote a learning agenda that builds the knowledge necessary to inform program planning, funding decisions, and strategic directions for the organization.Ensures that evaluation variables are strategically identified, and donor requirements are measured.Leads and contributes to evaluation design, data collection methods and process, data analysis, and representation of findings using the highest scientific rigor and contextual relevance possible.

Research Design, Implementation and Partnership:

Provides technical inputs into academic and operational research proposals and determining suitability and degree of alignment with organizational priorities. Develop guidelines and protocols for academic and operational research on WVG programmes.Accurately presents WVG findings at conferences, forums, special interest groups nationally and internationally. Learning, Dissemination, and Data UtilizationEnsures that staff across the NO are learning about and discussing findings from outcome assessments, evaluations, and research studies, and that key findings are informing ongoing planning and decision-making.

Implementation of the Measurement Strategy and Planning: 

Ensures assigned quality implementation of the organizational measurement strategy, monitors and reports on performance indicators and variances.Develops and manages assigned sections of MEAL strategy, annual plans, and budgets for implementation of NO MEAL priorities and change projects.Leads on assigned research that advances the ability of WVG to contribute to the field of knowledge in our sectors of operation.Participate and provides MEAL technical inputs for Community of Practice (CoP) Meetings.

National Office Collaboration and Support:

In collaboration with TPMs/Leads/ ROMs and PME colleagues, supports, and provides technical guidance to Regional/Cluster/AP level on the implementation of key measurement activities.In collaboration with TPMs/Leads/ ROMs and PME colleagues, works to develop a strong monitoring and evaluation frameworks across the different WVG thematic areas.Engages regularly in the LEAP Community of Practice with NO PME colleagues.Supports PME staff in the implementation of the Partnership MEAL Strategy and related systems, processes and tools and provides solutions to the challenges in their implementation.Leads, mentors, trains, and provides technical support to the M&E Team (including Area Programme Offices) to build capacity in M&E systems and to enhance M&E vision and systems.

Program Planning and Organizational Support:

Provides technical support in evaluation systems, Results-Based Management, and project development.Collaborates with WVG teams to support resource development, effective training delivery, project planning and development, proposal writing program implementation, and communications.Reviews annual program plans to ensure adequate and complete monitoring and evaluation plans are included.

Data Management and Analysis

Support review of data coming from baseline, monitoring, and evaluation systems such as Horizon to track the quality of Area Programmes, Grants and PNS and design improvement measures as required to adhere to current partnership standards and best practices in all the sectors.Develop and maintain an updated database of all programme indicators (including CWBT) and periodically carry out meta-analysis of the information at Cluster/AP and Regional levels.Support AP/Cluster Managers to capture essential data required for entry into Horizon, and also to coordinate and provide timely feedback on review workflow processes at the Operational level.Lead the development, review and adaptation of mobile phone M&E system frameworks and tools for data collection and managementEnsure that data privacy, data security, and backup protocols are implemented in the field through the relevant individuals/teams.

Research and Innovation

Documents and analyses innovative strategies, best practices that can be replicated or scaled up.Contribute input in support of research and grant proposals, publications, and conference presentations at the regional level.Support and (where necessary, lead) the development of ToRs for all evaluation and research activities at the national level.Liaise with Knowledge Management and Research Unit in developing at least one case studies annually for publication.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification   

Minimum Qualification required: Bachelor's Degree in Development Planning, Project Management, Social Sciences or related fields. 

Preferred: Master's degree in Development Planning, Project Management and related fields of study with subjects including Monitoring and Evaluation, Research, Project Management.

Required Professional Experience

Experience: Minimum of 3-5 years of experience in the strategy realization, project management, development planning, research or related fields of specialization.

Sufficient knowledge and understanding of monitoring and evaluations principles and frameworks such as World Vision’s Learning through Evaluation with Accountability & Planning (LEAP) processes and tools, Child Well-Being (CWB) Objectives and Outcomes.Adequate knowledge of MS Office suite including Excel, PowerPoint and Outlook.Adequate knowledge and skills in data analytics software such as SPSS, STATA, ODK, Kobo Toolbox, Google Data Analytics/Google Data Studio, Power BI.Understanding of spatial data management (Geographic Information Systems)Adequate skills in planning and conducting research.Demonstrated ability in monitoring and tracking milestones and deliverables. Proven ability to cultivate and maintain strong interpersonal and working relationships in a dispersed national/international context. Experience working in a large international organization and communicating cross-culturally.Experience with translating complex technical concepts and simplifying information for mass consumption and usage to a broad international audience.Experience with translating data into information and analysis that communicates an easily understood concept or message.Membership in a professional body or association, or willingness to join within one (1) year.

English (required)Proficiency in other international and local languages is an added advantage.

The position is office-based with frequent travel to the fieldThe position requires the ability and willingness to travel domestically and internationally (where necessary) up to 40% of the time.  The position requires the ability and willingness to on-call services up to 10% of the time
