Summary This position is located in the Pecos District, Carlsbad Field Office in Carlsbad, NM. This position is concurrently open to all U.S. Citizens under Announcement Number NM-DE-25-12650646-AO. Responsibilities Incumbent is responsible for interpretation, guidance and program coordination, and implementation of the Bureau land use planning system and the National Environmental Policy Act (NEPA) for the District/Field Office. Lead the preparation of Resource Management Plans (RMPs) and Environmental Impact Statements (EISs)within the organization. Coordinate and/or conduct inventories, assessments, monitoring, evaluations, and planning processes pertaining to NEPA documents and Bureau planning efforts. Monitor the Resource Management Plan (RMP) and Environmental Impact Statement (EIS) budget and ensures the Resource Management Plan (RMP) and Environmental Impact Statements (EIS) is completed within the prescribed cost target. Interpret planning and NEPA laws, regulations, policies and guidance for District/Field office specific land and resource management programs, and the resolution of a wide variety of protests and appeals. Requirements Conditions of Employment U.S. Citizenship required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. May be required to complete background investigation and drug screening. Meet Selective Service Registration Act requirement for males. You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You will be required to obtain and maintain a valid state driver's license. Qualifications In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: GS-12:Specialized Experience: Have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) planning for land use planning as it relates to recreation, wildlife, wilderness, fire management, forestry, range, minerals, cultural, urban/community planning or other resource activities; (2) serving as a project manager or working on major planning efforts such as Environmental Impact Statements, Resource Management Plan Amendments and/or Resource Management Plan Revisions; (3) providing leadership and coordination techniques when working with staff specialists, management officials, and groups of people with diverse backgrounds; (4) applying automated technology in the development and production of both hard copy and electronic versions of planning and NEPA documents; (5) synthesizing and abstracting complex matter into clear issue papers, guidance, briefings, recommendations and public presentations. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads. Working Conditions: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
