Planning and Environmental Specialist

Responsibilities Provide leadership in data input and interpretation, guidance, quality control, administrative record management and implementation for the development of district/field level planning efforts such as Resource Management Plans (RMP). Analysis documents including Environmental Impact Statements (ElS) and Environmental Assessments (EA.) Where analysis under the National Environmental Policy Act (NEPA) is not required, documentation using a Categorical Exclusion (CE) or Determination of NEPA Adequacy (DNA) will be completed with the assistance of the incumbent. Major functional areas requiring a RMP or analysis under the NEPA are lands, minerals, wilderness, range, fire management, wildlife, watershed, recreation, and forestry. The specialist assures that the proper format, guidelines and procedures are used in the preparation of all land use planning and NEPA documents. The specialist works with project leaders and interdisciplinary teams (IDT) that are organized as needed to work on specific planning and NEPA document components. Works with team leaders, the IDT, senior specialists and Field and District Office managers and supervisors to prepare and monitor time schedules for District/Field Office planning efforts. The specialist works closely with the District/Field Office Public Information Officer and the project lead and managers to ensure adequate public participation in the planning process. The specialist reviews all planning and NEPA documents to see that they read smoothly and correctly. The various portions are coordinated within the interdisciplinary team, and, as necessary, with other reviewing personnel including senior resource specialists or reviewers in other offices (e.g. cooperating agency offices or the State Office.) The specialist assures that land use planning efforts in the District/Field Offices are well coordinated with other local, State and Federal agencies. Reviews environmental assessment documents prepared in the District/Field Office to ensure compliance with all applicable laws and regulations. Assists EA team leaders in determining level of detail, scope of analysis, and also checks quality of the documents being produced. Ensures that the analysis is clear and consistent and makes corrections as needed. The specialist assesses the requirements for District/Field Office staff training. Arranges for or provides training to the project leads and IDTs. In the documentation procedures for analysis of effects of resource management action proposals and alternatives, land use allocations, and the monitoring and implementation of NEPA and planning decisions. Assures documents are provided the appropriate document number, are uploaded to electronic review sites, and that records of documents are appropriately filed. Develops and works to publish or post information regarding completed, in-progress, and future planning document availability. The specialist serves as procedure and policy coordinator on all NEPA and planning documentation matters. The specialist is responsible for preparation and monitoring of the District/Field office land use planning annual work plan. The specialist may serve as the Contracting Officer’s Representative in matters of contracting out work related to resource management plans, EISs and related documents. FOR GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Working as part of an interdisciplinary team with more senior planning specialists to perform planning and NEPA document components. Coordinates land use planning efforts with local, state, and federal agencies. Insuring compliance with all applicable laws and regulations. -OR- Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. FOR GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with land use and multiple use resource management planning or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; Reviewing planning and National Environmental Policy Act documents to ensure accuracy and compliance with applicable laws and regulations; Developing public land-related planning strategies and procedures, professional writing, and policy development. -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files. Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However, when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
