Purpose Supervises and participates in advanced, complex mixed-use, residential, commercial, industrial, institutional professional planning and development projects for public and private sector clients. Assists in strategic planning and consultation, may manage client pre-development, legislative and ministerial land development project teams and coordinates tasks with sections or divisions within Bowman required to successfully implement and timely complete projects within client’s expectations. May represent the Company on local and regional industry committees, boards, and trade organizations to influence development policies required for the continued growth of Bowman. Responsibilities Leadership and Direction Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance. At the Operational and Company Level Work closely with Bowman staff members to facilitate and assist with project-related planning and engineering work. Assist with the marketing of the firm’s capabilities to establish new clients and enhance relationships. Represent clients/projects at various councils, boards, commissions, and elected officials in planning-related issues. Actively engage with other offices and regions to grow Bowman’s sphere of influence nationally. Do the Work Assist with or provide overall management of project-related planning issues. Perform and manage complex and sensitive professional planning projects, research and analysis. Research, analyze, compile and display data for problem solving planning issues. Research zoning codes and agency requirements to determine how to structure land development projects. Review reports and records for documentation purposes, accountability, and future reference such as impact studies, population data and analysis, maps, and diagrams. Review and prepare graphic presentations, exhibits and other materials for public meetings. Represent clients at stakeholder, staff, planning commission and governmental meetings. Advise client on all planning-related matters. Research methods and statistical principles related to urban growth and development. Monitor pertinent federal, state, and local laws, codes and regulations including recent changes to ensure compliance. Monitor recent developments, current literature and sources of information related to land planning and administration. May oversee specialized planning functions such as large-scale new development proposals. Participate in client’s project related proposals, budget preparation and administration; monitor and control expenditures. Attend substantial number of evening and weekend meetings. Continued knowledge development in land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation, and economic development. Qualifications Bachelor’s degree in planning or a related field Master’s or advanced degree in planning or related field preferred Five or more (5+) years of planning or similarly relevant experience in the land development industry and public policy field Certification in AICP or ALA and a licensed registered professional or equivalent experience preferred. Proficiency in industry-standard planning and/or engineering design tools and graphic design applications such as Adobe suite (Photoshop, Illustrator, InDesign), Sketchup, or ArcGIS is preferred. Knowledge of computer programs and applications, which may include Microsoft Office (Word, Excel and Power Point), Adobe Creative Suites, Internet applications, econometric, and database management. GIS programs and application. Knowledge of principles and practices of supervision, training and personnel management. Knowledge of contracting and budgeting procedures and techniques. Working knowledge of urban planning and development and local government policies and procedures. Working knowledge of specialization such as land use planning/zoning, transportation planning, environmental. Knowledge of local government procedures and practices and stakeholder involvement techniques and processes. Effective management of stakeholder involvement, techniques and processes. Working knowledge of research methods and statistical principles related to urban growth and development, planning, urban design, housing, historic preservation, and economic development. Experience reading engineering and construction plans. Must hold a valid state driver’s license and successfully pass a motor vehicle check. Physical Demands and Working Environment Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic. Mobility around an office environment. Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Occasional outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards. Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE). Occasional use of data collection equipment and/or drones, necessitating walking the assigned study area to complete data collection over the course of several hours. Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business. Occasional lifting or carrying up to 20 pounds. Occasional pushing or pulling up to 20 pounds.
