JOB DESCRIPTION
The Planning Officer III shall be responsible in collaborating, networking, and coordinating within the Bureau, other OBS, and Field Offices, in planning, monitoring and evaluation, and developing its existing programs, activities and projects, to ensure effective implementation and conformance with the overall goals and objectives of the organization.
Functions and Responsibilities:
1. Lead and supervise the activities of the Planning, Monitoring and Evaluation Section;
2. Participate in Strategic Planning activities of the agency, and assist the DRMB divisions in identifying the Bureau’s commitments based on developing and existing programs, activities and projects;
3. Lead the conduct of the Bureau’s Operational Planning Workshop and other planning activities related to the strategic contributions and initiatives of the Bureau;
4. In coordination with the DOSD - Finance Section, ensure the alignment of the Bureau’s annual work and financial plan with the thrusts and priorities of the Bureau and the Department;
5. Together with the Budget Officer, coordinate and facilitate the preparation and submission of reportorial requirements and assist the Bureau Director and/or Cluster Heads in budget hearing-related activities of the Department;
6. Participate in consultation meetings for vetting and approval of CO-OBS Standard Indicators and Harmonized Field Office Indicators and Rating Guide, and formulate the Bureau's Office Performance Commitment and Review Form (OPCRF) and Rating Guide in coordination with the Bureau’s Management Committee;
7. Lead the review and updating of the DRMB Office Manual of Operations, as necessary;
8. Review, Analyze, Coordinate and Consolidate the reportorial requirement for onward submission to Policy Development and Planning Bureau (PDPB), National Disaster Risk Reduction Management Council (NDRRMC) and other National Government Agencies (NGAs);
9. In coordination with the PDO III (M&E Officer) and Planning Officer II, lead the conduct of the Bureau’s Integrated Performance Review and Evaluation Workshop, and other periodic evaluation, to assess and provide recommendation to further enhance the performance of the Bureau;
10. Provide technical assistance to the DRMB Program Owners and Field Office Program Implementers along planning, monitoring, and evaluation of DRMB PPAs; and
11. Other tasks that may be assigned.
