Plans Assessments Analyst
Amentum is seeking a dynamic **Plans & Assessment Analyst** to provide research, planning and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) at Camp H.M. Smith, Hawaii. You would be an excellent candidate for this position if you: + Enjoy working in a fast-paced, dynamic environment; + Have experience as a project manager and can work independently to successfully achieve objectives; and + Have the ability to integrate USINDOPACOM activities with various stakeholders to ensure collaboration during planning and coordination during execution. ​​ **Duties and Responsibilities:** + Support USINDOPACOM with a comprehensive and integrated analysis of plans, concepts, assessments of all operational aspects of war plans and the operations, action, and activities (OAAs) contributing to their overall synchronization. This analysis will inform adaptive planning and will provide recommendations for new capabilities needed to address gaps and shortfalls. Additionally, this candidate will support analysis that shapes theater assessments, plans assessment, and coordinating actions in regard to CONPLAN/OPLAN development. + Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for new technologies and capabilities as well as changes to, planning for, and coordinating actions regarding TCP/TCO, OPLAN/CONPLAN development. + Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption. + Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat, and intelligence assessments; and inform planning efforts and new concept development. + Review, assess, compile, and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level, preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD). **Minimum Requirements:** + Bachelor's Degree from an accredited college or university, or Graduation from a military command and staff college + At least 15 years of experience supporting the Department of Defense (DoD), including: + At least 10 years of experience in military operations + At least 10 years of experience working in military plans + At least 10 years of experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS) + Knowledge of the Indo-Asia-Pacific region + Experience conducting research on a range of topics and functional areas + Experience in operational and/or strategic levels of DoD planning and/or execution + Excellent oral and written communication skills + Proficient at authoring analytical and/or policy documents + Proficient in Microsoft Office applications (Word, Excel, PowerPoint) + Theater knowledge and advanced joint planning skills to shape and deliver the desired plans + Familiar with USINDOPACOM policy and strategy, USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests + Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials + Must have an active Top-Secret security clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance. **Preferred Qualifications:** + Master's Degree from an accredited college or university, or Graduation from a military command and staff college + 15 or more years of experience in military plans + 7 years' experience working in the USINDOPACOM AOR + Graduate of the School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), School of Advanced Air and Space Studies (SAASS), Maritime Advanced Warfighting School (MAWS), Basic Strategic Art Program (BSAP), or Advanced Strategic Art Program (ASAP). + Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA) + In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP) + Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval + Familiarity with STO and SAP programs. The salary range for this position is $140K to $165K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
