TECHNICAL DUTIES
Oversee environmental aspects of Thailand plant / Thailand operations. Monitor compliance with environmental regulations and EIA requirements. Overall responsibility to manage the Plant's Environmental Compliance Program. Maintain expert knowledge of applicable national and provincial environmental regulations and requirements applicable to the Plant. Work with EQO to provide guidance on how these requirements are implemented at the Plant. Upkeep implementation of EOS at the Plant. Ensure all applicable local, state and federal regulations are addressed and included in the EOS Requirements Matrix. Maintain Environmental Management System requirements of EOS through completion of EOS-EMS tasks. The PECE will participate in ISO14001 third-party assessments as required. Prepare monthly EOS performance evaluations to identify potential issues or trends that could impact facility environmental compliance or performance to business plan objectives. Prepare and distribute EOS quarterly and annual roll-up certifications to each functional area. The PECE will summarize findings from EOS quarterly and annual roll-up certifications and issue Corrective Action Requests, if required. Ensure EOS E-tracker Corrective Action Requests (CARS) are issued to address and track resolution of potential regulatory compliance concerns, including community and regulatory agency communications and inspections. Develop plans, guidelines and training programs to assist facility activities in complying with government environmental requirements. Prepare necessary data reviews to allow operating permit compliance certifications to be completed and reviewed with EQO and Plant management. Monitor environmental compliance performance, investigate potential concerns and develop actions to ensure on-going compliance with regulatory requirements. Cross-functional teams will be created to address environmental compliance concerns, as required. Ensure that inspections and monitoring are completed, documented, and that necessary corrective action is taken. Prepare responses, in consultation with EQO, and ensure timely response to community and regulatory agency communications. Advise Plant management of all agency contacts and escort agency personnel on all facility visits and inspections. Represent the facility before governmental agency hearings and meetings on matters associated with facility environmental issues. In addition, perform similar services before trade and professional organizations, Chambers of Commerce, and others. Review all capital spending projects to verify that necessary environmental actions have been addressed and adequate funding/timing has been identified. Support facility and product programs through necessary permit actions, capacity planning studies, environmental project funding requests and product program implementation guidance including preparation of permit applications, emission calculations, timing/funding requirements, air toxic modeling, etc. Drive Ford Global Environment Strategies at plant level and coordinate with respective stakeholder.ADMINISTRATIVE DUTIES
Develop awareness of and participate in establishing facility policies and standards of good environmental engineering practice. Maintain files for environmental permits, reports, inspections and other required environmental documentation of plant operations in accordance with Global Information Standards. Review and approve/deny new products/materials prior to use at the facility. Manage material usage information to ensure compliance with environmental requirements. Collect and interpret environmental metric information to set objective and targets to minimize, to the extent practical, the creation of waste, pollution, and any adverse impact on health or the environment. Consult with EQO and appropriate Department / Division staff on environmental control and hazardous substances technology and other government environmental regulatory actions. Coordinate and conduct environmental monitoring and testing requirements. Keep informed of current and anticipated technological developments in the fields of air, water and noise measurement methods, procedures and instrumentation. Coordinate the hiring of environmental consultants consistent with established Company procedures. Coordinate with other facility activities (e.g. Manufacturing Engineering, Safety) as required. Maintain liaison with Ford EQO and IMG Manufacturing Staff to assure compliance with, and adequate corporate response to governmental regulations and facilities modifications.
