Planned Systems International (PSI) is currently seeking a Product Line (PL) Manager will be responsible for leading a PMO Support Team working on a software development Product Line at the Department of Veteran Affairs (VA). The PMO PL Manager will serve as a senior-level consultant and advisor to their government counterpart, supervise a team of 15 PMO Support resources, coordinate and organize the team’s workload, and perform a variety of tasks independently. Candidates must possess a strong background in government consulting, program management, and Agile software development.
Essential Functions and Job Responsibilities Supervise a team of 15 PMO Support resources: distribute tasks and assignments, establish expectations and performance goals, foster a collaborative and high-performing work environment, monitor capacity and productivity of team members, provide coaching, mediate disputes, and initiate corrective actions for individuals with performance issues.Serve as the PMO counterpart and advisor to the government Product Line Manager (GS Level 14/15) by proactively tracking issues on their behalf, recommending solutions, and serving as their back-up.Collaborate with the government Product Line Manager to define the skillsets and resources needed on the PMO Support Team to effectively support the Product Line’s operations and objectives.Develop and maintain holistic knowledge of the Product Line and its products and stakeholders to act as a chief subject matter expert for answering information requests and supporting communication requirements with internal and external stakeholders to ensure project requirements are understood and met.Support the planning, execution, and tracking of software development projects within the Product Line.Provide support and oversight for all standard project management competencies, either through supervision or direct task execution, in the areas of risk, schedule, scope, requirements, budget, and security (e.g. authority to operate (ATO) support).Assist the government in maintaining strategic alignment between the Product Line’s software development releases/outputs and the Product Line’s objectives and product roadmap.Monitor project progress and address any issues or risks that arise.Support or supervise Jira administration and management tasks for the Product Line.Develop and implement PMO processes and methodologies to standardize project management best practices.Coordinate with cross-functional teams, including software development, QA, product management, and other stakeholders to ensure seamless project execution.Establish and monitor key performance indicators (KPIs) to assess project and team performance.Prepare and present regular reports on project status, risks, and outcomes to senior management.Identify opportunities for process improvements within the PMO and implement best practices.Conduct research on special topics and recommend solutions to government clients.Stay up to date with VA policy, industry trends, and advancements in program management and software development.Facilitate executive-level virtual meetings, including preparing meeting agendas, capturing minutes, and tracking outcomes and action items.Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.Function as part of an integrated team sharing products, best practices, and information across the PMO Support Team.Perform related duties as assigned by supervisor. Minimum Requirements Bachelor's degree5-10 years of relevant experienceExperience working as a federal contractor or employee.Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients and develop work products that meet professional quality standards with minimal supervision.Excellent leadership skills.Experience working as a consultant, with an understanding of how to effectively manage and support government clients and stakeholders.Strong understanding of software development life cycle (SDLC) and Agile methodologies.Proficiency in project management tools (e.g., JIRA, MS Project) and methodologies.Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes.Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.Strong analytical skills and attention to detail.Required Technical/Business Tools Experience
