Salary and Grade:$58,650; 12 Exempt

Position Overview: The Police Assisted Diversion (PAD) Program Manager will work with the PAD Victim Advocates, the Director and Assistant Directors of Anti-Trafficking and partner agencies as an integral part of the Police-Assisted Diversion (PAD) program. PAD is a Pre-Arrest Diversion model, which takes a social services approach to law enforcement. It involves a unique, active collaboration between police officers, social service providers, and local government. The PAD Program Manager will supervise the PAD prostitution diversion program ensuring program goals are being met. The PAD Program Manager will supervise PAD victim advocates and Drop In Case Managers and collaborate with local law enforcement and PDP as well as provide direct support to clients in PAD diversionary program. In addition, the PAD Program Manager will provide trauma informed clinical supervision for case managers and victim advocates and will work with the area service provider partners to ensure follow up and coordination of all immediate aftercare services.
Responsibilities
Description of Position:The Police Assisted Diversion (PAD) Program Manager will be responsible for carrying out and overseeing daily operations of The Salvation Army’s PAD program and the Community Behavioral Health funded Drug and Alcohol Intensive Case Management programs. Duties include but are not limited to; onboarding and training victim advocates and case managers, overseeing and coordinating the schedule and staffing of the diversion program, and coordinating the screening and intake of new case management participants at the drop-in center. The PAD Program Manager will oversee the documentation practices of the PAD Victim Advocates and Case Managers, ensure timely recording of service and client-level data, oversee the preparation and submission of claims to Community Behavioral Health, and ensure client confidentiality is maintained in all forms of documentation. The Manager will work as a part of a team with the Drop-in and Outreach Services program manager in responding to police referrals and supporting the larger drop-in and PAD teams. There are some on-call responsibilities.
Qualifications
Requirements:
+ MSW or related degree required.
+ Experience with program administration and community organizing work.
+ 3 years of experience working directly with victims of commercial sexual exploitation or domestic violence or may be a survivor of sexual exploitation.
+ Must have an understanding of the issue of domestic human trafficking.
+ Experience with trauma-informed care, preferably a working knowledge of Sanctuary Model for Trauma Informed Services
+ Must have a valid driver’s license and reliable transportation to travel from site to site as needed in performing duties.
+ Professional-level communications skills, both verbal and written.
+ Bilingual in Spanish preferred
+ A Mandated Reporter must provide proof of having completed training on recognizing and reporting child abuse, meeting the training standards of PA Act 153 of 2014 within 30 days of employment, with recurrent training required every five years thereafter.
+ Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check, and FBI Criminal Record Check.
