The University of Miami has a great opportunity for a Dispatcher to work at the Coral Gables Campus. The Police Dispatcher serves as the initial point of contact for those in need of emergency and non-emergency services on the University of Miami Coral Gables campus. The Police Dispatcher receives and categorizes calls for assistance; dispatches emergency and non-emergency law enforcement services; coordinates emergency medical and fire services with local agencies; activates emergency messaging; monitors building and fire alarm systems dispatching responders when necessary; monitors security camera systems to identify suspicious activity and directs responders to investigate; answers general questions from the public about the University; and provides other critical support to the law enforcement mission of the University of Miami Police Department. The Police Dispatcher performs work at demanding levels that includes performing multiple tasks under emergency conditions where speed and accuracy are significant factors. The Police Dispatcher plays a significant role in compliance with federal regulations such as preparation of the daily crime log, activation of the emergency notification network, and Federal Communications Commission regulations. Strong communication skills are essential including accuracy and speed while typing; clear enunciation over phone and radio systems; conversation de-escalation; and customer service. The Police Dispatcher position is designated as essential personnel and will continue to work during periods where the University may suspend normal operations due to events such as severe weather, natural disasters, special events and/or hazardous situations. The Police Dispatcher plays a vital role in maintaining a safe and secure campus environment. Employees in this role are expected to exercise considerable judgement and initiative under the direction of the Police Technical Services Manager. The position has significant responsibility for life and safety on the Coral Gables campus. Essential Duties and Responsibilities The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. + Communicates with phone and walk-in callers to collect critical information regarding incident type, location, timeline, etc. + Properly categorizes and prioritizes incoming calls for service based on the provided information. + Manages available field resources and dispatches the proper quantity and class of unit to a call for service. + Provides timely, succinct, and accurate information to responding units via two-way radio communication systems. + Operates telecommunications systems to dispatch law enforcement, security guards, firefighting services, emergency medical services, and their equipment. Continues to process information until responding units arrive on the scene. + Coordinates mutual aid unit response from local agencies such as Coral Gables Police Department and Coral Gables Fire Department. + Effectively handle aggravated callers, crisis calls, and negotiate with suicidal callers. + Conducts immediate records checks of private databases via multiple software interfaces upon request. + Receives and screens routine calls for assistance or information from the public, businesses, and other government agencies. Answers general questions or refers calls to proper individual/department/agency. + Continuously updates law enforcement Computer Aided Dispatch (CAD) software with the latest information relevant to each incident. + Operates all communication systems and equipment to include security and fire alarm systems, CAD software, access control systems, security camera systems, trunked two-way digital radio system consoles, VOIP phone systems, and mass notification systems. + Operates campus wide security camera systems. Monitors for real time incidents and prohibited behavior, utilizes information to provide situational awareness to responders. Reviews recorded footage to aid in criminal and administrative investigations. + Activates the Emergency Notification Network mass notification system to alert the broader campus community of active threats to life and safety. + Coordinates with out of jurisdiction law enforcement agencies for wellness checks and notifications. + Monitors virtual safety escort software for distress signals and dispatches police units. + Registers micro-mobility vehicles such as bicycles and scooters; Issues locks, documents registration in database, presents safety information, policies, and regulations. + Assist with training and explaining operational processes for new employees. + Maintains and updates computerized and written records. Writes activity summaries, compiles data, makes incident notifications to senior leadership, and prepares reports. + Preserves strict confidentiality of protected information in compliance with FERPA, FCIC, NCIC, and CJIS policy. + Performs front desk receptionist duties and controls access to the department. + Provides transfer briefings to oncoming personnel. + Performs other related tasks as required. Knowledge, Skills, and Abilities Knowledge, Skills, and Abilities for the position of Police Dispatcher refers to both individual traits and acquired skills through the comprehensive training program. + University of Miami Common Purpose, DIRECCT values, and Service Standards. + University of Miami, University of Miami Police Department, and the Coral Gables Police Department’s standard operating procedures, policies, and regulations. + Working knowledge of Microsoft Office™ Products (especially Outlook, Word, Excel, PowerPoint and OneDrive). + Knowledge of police, fire, and medical first responder common practices, organizational structures, and operations. + Knowledge of emergency communication systems and equipment to include radio, telephone, and office equipment. + Knowledge of physical security best practices and software including security camera video management software. + Knowledge of Local, State, and Federal statutes. + Knowledge of the geography of the University of Miami and surrounding areas. + Knowledge of Federal Communication Commission regulations. + Skilled in managing multiple tasks at once (i.e. typing while speaking on the phone) during stressful situations. + Skilled usage of Computer Aided Dispatch Software (Mark43 Preferred). + Skilled in gathering information through verbal communication. + Skilled in rapid consolidation and dissemination of information that is accurate, understandable, and timely. + Skilled in time management and task prioritization. + Skilled in completing assignments on time, accurately, and with attention to detail. + Critical thinking skills. + Highly developed communication transference and synthesis skills (written/audible, audible/written, audible/audible, and written/written) to receive and send information. + Types 40 words per minute or faster. + Ability to speak clearly and concisely in the English language with clear diction. + Ability to react quickly and calmly in emergency situations and communicate effectively with personnel and the public. + Ability to take direction, work independently, and as part of a group. + Ability to hear and simultaneously document verbal information electronically. + Ability to work under a high stress environment and always maintain composure. + Ability to sit or stand for long periods of time + Ability to overlay and adapt a fixed standard operating procedure to a dynamic incident. + Must be able to focus, scan, and comprehend input from several computer screens and camera systems and alarm systems. + Must be able to hear effectively through headsets. + Must be able to work different scheduled shifts to include day, afternoon, evening, overnight, weekdays, weekends, and holidays. + Communicate effectively with staff, internal and external customers, and with a multigenerational workforce and community by using the University’s Common Purpose, DIRECCT Values and Service Standards in a Communications Center and law enforcement environment. + Operate a motor vehicle in normal conditions. Physical Requirements Must have the use of sensory skills to effectively communicate and interact with other employees and the public using first responder’s radio systems, telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read, and write fluently in English. Must have clear voice diction. Physical capability to effectively use and operate various items of office equipment, such as but not limited to specialized telecommunications equipment, teletype, security/alarm system, FCIC/NCIC/NLETS Systems, TDD deaf services equipment, Computer Aided Dispatch System, computer, calculator, copier, and fax machine. Considerable amount of time spent sitting at a workstation and taking calls and using a radio. Work is predominately performed indoors within a usually quiet to moderately noisy and fast paced environment. Must be able to work different shifts as required. May occasionally be required to lift, carry and/or push items weighing up to 20 lbs.
