To drive Lilly's vision of becoming a strategic partner to the healthcare system by shaping public policies that foster innovation and enhance access to care. The Associate Director, Public Policy and Government Affairs will own the development and execution of strategic public policy initiatives aligned with the company’s long-term goals. Key areas of focus include preparing the system for innovation in areas such as obesity and Alzheimer’s, driving regulatory frameworks that enable a proper ecosystem for innovation (e.g., clinical trials and regulatory timelines), enhancing corporate reputation, and strengthening strategic partnerships by building coalitions and alliances that increase our influence in the healthcare ecosystem.

This role requires a proactive, strategic thinker with a hands-on approach to execution, capable of building strong relationships with government officials, industry associations, and key stakeholders. The ideal candidate will possess a deep understanding of the healthcare landscape and regulatory frameworks and have the ability to navigate complex political environments. The Associate Director will play a crucial role in shaping policies related to healthcare, drug regulations, pricing, and patient access while managing the company’s public image and communications to maintain transparency and foster positive relationships. The successful candidate will combine a deep understanding of the public policy landscape with the ability to deliver measurable results that advance Lilly’s strategic objectives. Flexibility, adaptability, and a strong commitment to collaboration are essential for success in this position.

This role is based in São Paulo, with an expectation of frequent travel (30%) to meet and engage with stakeholders.

Key Responsibilities:

Shape and Execute Strategic Advocacy and Public Policy Initiatives: Own the development, implementation, and measurement of advocacy strategies to influence policy and legislative changes that foster innovation, access to medicines, healthcare system improvements, drug pricing, and intellectual property in line with Lilly’s global and regional priorities.Create Stakeholder Engagement Materials: Develop key messages and materials for stakeholder engagement to effectively communicate policy priorities and positions.Drive Strong Stakeholder Management: Establish and maintain high-impact relationships with government officials, policymakers, patient groups, industry associations, healthcare professionals, NGOs, and other key stakeholders to deliver advocacy strategies that create an environment conducive to innovation and access.Manage projects and sponsorships with key Advocacy groups: run all the process with patient groups – assuring that the partnerships are in line with Lilly’s goals and benefit patientsFoster External Coalitions: Build and lead coalitions with industry associations, advocacy groups, and other stakeholders to amplify Lilly’s voice in shaping public policy.Monitor and Analyze Policy Landscape: Proactively monitor, analyze, and communicate legislative and regulatory developments to identify emerging healthcare policy trends, risks, and opportunities in areas such as regulatory, pricing, and intellectual property protection. Deliver actionable recommendations and measurable outcomes that align with business priorities.Champion Internal Alignment: Collaborate with cross-functional teams, including Market Access, Medical Affairs, Regulatory Affairs, Corporate Communications, R&D and others, to ensure alignment and integration of public policy strategies across the organization.Represent the Company Externally: Represent Lilly in public forums and industry discussions, advocating for policies that support innovation and patient access.Manage Crisis and Policy Response: Lead the company’s response to emerging policy crises and regulatory challenges, ensuring proactive and transparent engagement with stakeholders.Deliver Measurable Outcomes: Define and track KPIs to measure the success of advocacy strategies and public policy initiatives, ensuring accountability for delivering impactful results.Enhance Corporate Reputation: Position Lilly as a trusted leader in public health and innovation by driving initiatives that align corporate values with external policy objectives.

Minimum Requirements

Bachelor's degree in Pharmacy, Health Sciences, Business Administration, Political Science, Public Policy, Law, Economics, or related fields (required).Master’s or higher in Public Policy, Public Administration, or Health Economics (preferred).At least 7 years of experience in government affairs, advocacy, public policy, or healthcare management.Experience in the pharmaceutical or healthcare industry is preferred.Deep knowledge of healthcare policies and regulatory frameworks in Brazil, with experience engaging key government agencies, parliamentary fronts, and executive branches at local, state, and federal levels. Strong relationship-building skills with policymakers, government officials, and key industry stakeholders.Proven ability to influence policy decisions in complex legislative and regulatory settings.Proven ability to drive and lead strategic initiatives with measurable outcomes, ensuring alignment with business goals. Skilled at navigating cross-functional environments and leading teams to deliver results through clear planning, execution, and tracking of KPIs.Exceptional communication and presentation skills, with the ability to engage both internal and external stakeholders at the highest levels.
