Responsibilities
Our client is seeking a policy and governance professional to execute oversight responsibilities and provide first-class policy management services. The Polcy Analyst will improve governance and quality of policy documents for our clients. Our client has a team that aims to adapt, design, deliver, and integrate advanced technology solutions to improve data sharing, exploitation, and analysis.
As a Policy Analyst, you will interpret business needs and project requirements and select appropriate responses to data and information sharing challenges. You will work with key business stakeholders, IT experts, and subject-matter experts to plan and deliver optimal data solutions for specific use cases. You will also perform non-technical analyses on project issues and help to ensure technical implementations follow data management expectations.
Interpret business needs and project requirements as it pertains to policy, governance, and data managementWork with Privacy and Civil Rights / Civil Liberties offices to ensure compliance with oversight responsibilitiesAnalyze and select appropriate responses to data and information sharing challengesWork with key business stakeholders, IT experts, and subject-matter experts to plan and deliver optimal data governance and policy solutions for specific use casesPerform non-technical analyses on project issues and help to ensure technical implementations follow data management expectationsOccasionally (as needed) support off-hours deployment such as evenings or weekendsCreate and manage product roadmaps that reflect both innovation and growth strategiesPartner with a government product owner and a product team of 7-8 FTEsDevelop and maintain artifactsCoordinate and document dataflows, capabilities, etc.Requirements
4+ years of demonstrated policy and requirements management experienceSolid understanding of the policy development, analytical tradecraft, and change management processExperience working with technical POCs to translate operations concepts, system and product designs, and requirements into developing policy documentsDemonstrated ability to effectively work with and communicate with all levels of management and individual contributors on the program teamExperience drafting, reviewing, and coordinating policy requirements across various stakeholdersProficient organization and communication skillsComfortable with daily client engagementAbility to be on-site 60% of the time at a client SCIF located in Washington D.C.Preferred Requirements
Master’s degree or equivalent experience in a related fieldFamiliarity and experience with the Intelligence Community (IC) and the intel cycleFamiliarity and experience with the Department of Homeland Security (DHS)Experience in policy development and experience providing technical direction and clarification of requirements to data science, data analysis, data engineering, integration, and test teams in a predominantly Agile environmentExperience working with systems engineering functions including operations concept development, system and product design, requirements management, technical risk management, interface definition, and controlKnowledge of and experience working in requirements management tools (Jira, Confluence, MS Teams, Agile Manager, etc.)Policy and Governance experience on a large government software or data analytic development contractEducation/Certification Requirements
A Bachelor’s Degree in Public Policy, Political Science, International Relations, or related degree program from an Accredited University/School/CollegeClearance Requirements
