Summary This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Operations, Office of Management and Enterprise Services which is located in Silver Spring, Maryland. Responsibilities Use analytical techniques, research, workload measurement, work process analysis, planning, and program evaluation to effectively manage and/or improve the agency's information collection approval process. Daily activities preparing notices for publication in the Federal Register, reviewing documents to ensure compliance with the Paperwork Reduction Act, current 0ffice of Management and Budget, Department of Health and Human Services and FDA policies. Provide advice to the Director, colleagues, and other agency personnel by applying knowledge of the Paperwork Reduction Act (PRA), as well as agency, department, and 0ffice of Management and Budget (OMB) policies to daily tasks. The role involves navigating internal FDA systems (e.g., FRDTS) and external systems (ROCIS, FDMS, reginfo.gov) to comply with PRA workflow processes. Daily activities include preparing notices for publication in the Federal Register and reviewing documents to ensure compliance with the Act, as well as current 0MB, HHS, and FDA policies. Recognized as an agency authority in Paperwork Reduction Act (PRA) matters, this position also requires maintaining certifications (ROCIS) and obtaining clearances as necessary to perform the outlined duties. Participate in discussions and recommend courses of action, including determining the need for and suggesting improvements to work processes, methods, and system reports, as well as providing status updates. Requirements Conditions of Employment Qualifications The position of Policy Analyst falls under the 0301 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/18/2024. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have one (1) year of specialized experience that is equivalent to at least the GS-11 grade level which includes assisting in conducting evaluative techniques to determine the need to modify current processes; and providing guidance on paperwork reduction and retention policies and procedures. GS-13: You must have one (1) year of specialized experience that is equivalent to at least the GS-12 grade level in the Federal service, which includes performing evaluative techniques to determine the need to modify current processes; developing methods to address the application of policies on work products; and providing guidance on the policies and procedures involving paperwork reduction and retention. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
