Summary This position is located in DHS, Office of Strategy, Policy, and Plans. Trade & Economic Security (TES). Serves as a Policy Analyst reporting to the Deputy Assistant Secretary for Economic Security, utilizing analytic and research skills to assess risk environments, formulate policy and strategy for the Department, and work with the interagency and external partners on matters of economic security. Responsibilities As a Policy Analyst, GS-0301-13, your typical work assignments may include: This position will also support the Foreign Investment Risk Management (FIRM) team, the Assistant Secretary of TES, and other senior DHS leadership on the national security risks posed transactions before Committee on Foreign Investment in the United States (CFIUS), Team Telecom, and other DHS transactional risk management activities, particularly as they relate to homeland security and critical infrastructure interests. Conducts comprehensive research and development studies, personally or with FIRM team members, provides assessments, and critical evaluations and integration of DHS Component and interagency subject matter expert (SME)-derived vulnerability and consequence information and analyses. Develops new policies based on the results of studies and reviews to ensure effective coordination and integration with departmentwide strategy. Maintains contact with internal and external strategic policy planning organizations and other offices, to include collaboration with DHS elements having relationships with state, federal and local, public safety and private sector facility stakeholders, thereby creating and fostering strategic communication. Develops position papers as necessary to support decision analysis for targeted strategies, improvement of coordination and cooperation, and/or risk mitigation related to strategies and their associated program implementation and compliance. Carries out the full range of policy analysis, strategy development, and necessary review to complete each phase of assignments and projects across the foreign investment methodology. Determines relevant issues involved and determines whether records or documentation are sufficient to move forward. Researches and analyzes unclassified and classified foreign investment and national security-related tasks, as assigned. Interprets relevant law, consults with necessary sources, and meets with and has other communications with government and private organizations as appropriate. Plans, coordinates, and participates in meetings, working groups and other forums between office staff and representatives of other Department components and external organizations and designs the agendas and structure for these forums to facilitate discussion among Department components to ensure that planning and strategy efforts are consistent and cross-cutting and meet the Secretary's strategic agenda. Accomplishes and manages special projects, including producing complex analyses and written reports, fostering cross-agency and/or DHS-private sector communication and collaboration. Requirements Conditions of Employment Qualifications Specialized Experience: To qualify for the GS-13 you must possess one of the following: A. At least one year of specialized experience, equivalent to at least the GS-12 grade level in Federal service, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) participation in interagency policy development processes related to national and economic security matters, which may include the Committee on Foreign Investment in the United States (CFIUS), Team Telecom, or other transactional risk management activities; (2) coordination of economic security projects across stakeholder groups internal and external to the organization; or (3) conducting research and managing information supporting economic security policy decision making for senior leadership. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
