What you’ll do
The role is responsible for developing strategy and providing strategic advice on government affairs, public policies, developing health partnerships in order to protect and advance AstraZeneca’s interests, reputation and shape the business environment in which AstraZeneca operates and drives business success.
Critical priorities, driven by Policy and Advocacy Lead:
Improving local policy shaping capabilities and capacity building with the Government
Mapping the stakeholders and increasing the senior government engagement to develop long-term partnerships by interfacing effectively with external stakeholders (government, media, health authorities, embassies and non-governmental organizations i.e. patients’ advocacy group, academic society/association) to allow policy-shaping to support long-term healthcare ambition
Collaborating with cross functional team for strategies alignment aiming to positively influence public policy in business focus areas of key disease areas which enables pt. access to our products and healthcare solutions
Developing and executing a comprehensive communications strategy for external audiences esp. the govt.
Co-creation with corporate affairs and leading corporate social responsibility projects that enhance company reputation as a member of society in partnership with the government
Supporting the policies for general pricing and access strategies for new and existing products
Typical Accountabilities
GOVERNMENT AFFAIRS
Develop strategies relating to external stakeholder management including government, embassies, trade associations, NGOs, and partners
Build relationships with Philippine government officials and policy makers/influencers and identify government priorities in alignment with business priorities
Drive government agencies and other stakeholders towards creation of advocacies and policies to improve the health ecosystem and patient information and access to healthcare anchored to AZ core strategies and values
Gather intelligence, provides strategic analysis, guidance, and insight that helps the business understand the evolving political and healthcare landscape and guide business opportunities to successfully deliver the AstraZeneca strategy and ensure a sustainable business that brings benefits for patients and value to stakeholders
Monitor implications of policy and political activity impacting AstraZeneca activities and develop influencing strategies to support AZ strategies
Work cross-functionally (directly with the Corporate Affairs, commercial, medical team, market access team - local, regional and global) to position corporate messages, create advocacy among stakeholders and reinforce efforts to properly position AZ views
Collaborate with Commercial, Medical, Regulatory, Finance, Compliance/ Legal and Patient Access, KAM, BD/RA Teams to achieve company goals i.e.
Engage with stakeholder agencies on policies impacting pharmaceuticals e.g. FDA approval, PNF listing; MDRP, tax, etc.
Forms or aligns with professional & scientific societies or patient groups for policy advocacies
Work with Medical team to develop health outcomes data as needed & with RA for health solutions to improve ways of working with the FDA, DOH
Create advocacy and policy intervention for defined TA , Consensus development , National Guidelines etc.
Develop and execute activities together with the industries such as roundtables, briefings, seminars, workshops to reflect AstraZeneca priorities where possible, including various business chambers, PHAP and other local and regional associations where appropriate with focus on Patient Access to better healthcare, Confidential Pricing, Healthcare Policy, etc.
Works with Medical, Finance, Compliance, GA, and Legal to review contracting arrangement including above-market
Governance of all government-related customer-facing activities of AZ Philippines’ employees i.e. public engagement plan/ govt official interaction
Monitor implications of policy and political activity impacting AstraZeneca activities and develops influencing strategies
Develop and keep track of the stakeholder map ensuring timely update to support business need
PUBLIC POLICY
Leads strategic public policy creation and lobbying efforts with government and other key external policy stakeholders for the local affiliate
Understands and analyses trends in government, economic, social and healthcare policies and assesses impact to business. Able to provide major insight to the management team and commercial teams appropriately on policies/issues affecting the local pharmaceutical industry and/or AZTH business
Develops productive, meaningful and appropriate relationships with contacts/customers/patient advocacy groups/third parties that influence treatment access and delivery at the national and regional levels
Partners with government departments to understand their impacts/concerns and maximize opportunities for AstraZeneca’s business through different interventions e.g. the development and execution of partnership projects with DOH, embassies, private & public stakeholders on various healthcare solutions
Essentials for the role
Bachelor’s degree with substantial experience in government affairs/relations, lobbying processes and organization
At least 3 years of experience in Government Affairs Management
Strategic agility: has in-depth knowledge and broad experience in dealing with the government and is able to bring this in accomplishing strategic objectives
Solid understanding and appreciation of political environments.
Demonstrated experience successfully managing programs and budgets, and tracking and advocating on key policy issues with outstanding organizational and project management skills
Strong leadership skills, influencing and negotiation skills: proven abilities to influence without authority
Strong interpersonal, communication, presentation, facilitation and partnering skills: has proven abilities to work effectively and efficiently in cross-functional, often virtual and matrix teams
Fluent written and verbal English
Must be able to interact with all organizational levels including senior management, senior government leaders, HCPs, academics, think tanks.
Managerial experience handling complicated policy content within a regulated environment, ideally in a corporate life-sciences context
Track record of successful policy-shaping through direct influencing and indirectly through working through trade associations, embassies and other partners
Mature, must be able to work independently without significant direction and achieve concrete results
