Summary About the Position: Serves as a Policy Integrator, Action Officer, and advisor to the Governance Division and Executive Directors for the Army Special Programs Directorate (ASPD), Office of the Chief of Staff Army in support of ASPD oversight and management responsibilities for all Army sensitive activities, Arlington, VA. Responsibilities Develop, review, coordinate, and fulfill the role as a subject matter expert for all policies under the cognizance of Army Special Programs Directorate (ASPD) or affecting the Army SAP Enterprise. Develop policy and processes to ensure the maximum-security posture for the development and management of all Special Access Programs (SAPs), including all efforts to counter insider threats. Maintain complete knowledge and awareness of Directorate functions and liaisons with the entire ASPD. Advise leadership on correct publication procedures and numerous administrative actions, ensuring the completed work is accurate, timely and supported by facts. Ensure the management of classified material per all applicable policies, instructions, and regulations. Develop, review, and approve requirements necessary to implement policies and related processes, assess and control the quality and timeliness of policy implementation. Analyze and advise on problems found on recurring basis and develops solutions, resolves the current problem, and prevents or anticipates future occurrences. Specialized Experience: One year of specialized experience which includes assisting with analyzing and/or evaluating existing and proposed Special Access Programs and Sensitive Activities policy, doctrine, and other guidance; developing and presenting recommendations in areas such as the planning, development and/or implementation of policy involving special access programs; developing policy and processes to ensure the maximum-security posture for the development and management of special access programs, to including all efforts to counter insider threats. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Information Management Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
