Job Description The Senior Legal Counsel position within Globe’s Policy Division holds a critical role in providing additional legal expertise and strategic guidance to advance the organization's policy objectives. This senior-level position requires a deep understanding of legal frameworks, policy analysis, and the ability to navigate complex legal and regulatory landscapes effectively.

Key Mandates - The Senior Legal Counsel shall assist the Head of Globe’s Policy Division in the following:

Policy Monitoring and Regulatory Analysis

Staying informed about policy developments and changes at the local, national and international levels that could impact the telco and tech co industries. This includes monitoring government agencies, legislative bodies, and regulatory authorities for proposed regulations, legislation, and initiatives relevant to the Globe Group;

Analyzing existing and proposed regulations that affect the industry; identifying and understanding the potential implications, both positive and negative, for the Globe Group and the broader technology ecosystem; and addressing pertinent gaps, ambiguities, or conflicts through advocacy efforts; and

Monitoring and reviewing industry trends and developments to ensure that the Globe Group stays ahead of changes in the policy and regulatory landscape, including:

Doing research on how to automate policy research and development – this involves leveraging technology and tools to streamline and accelerate the research process, as well as how to improve the efficiency of the policy creation process.

Advocate for the development of policy initiatives, including the crafting and passage of laws, policies or regulations that will affect the Globe Group, with emphasis in the following fields:

Compliance by the Globe Group with the applicable standards and regulations;

Telecommunications, technology and innovation, specifically:

Implementation of the SIM Registration Act;

Legislation requiring developers to allocate space for Telco and ICT infrastructure in their developments;

Revision of the implementing rules and regulations of the EPIRA law to lower the threshold on energy use;

digital marketing solutions, venture capital funding startups, virtual healthcare, e-commerce, business outsourcing, adtech, edutech, media, cybersecurity, cyberinsurance, and entertainment, among others.

Ease of doing business in the telco and tech co industry; and

Leading the advocacy FOR or AGAINST legislation or regulatory issuances that will have an impact on the Globe Group’s operations. This may involve formulation of position papers on various proposed legislation and regulatory issuances, and lobbying in both Congress and other regulatory bodies.

Stakeholder Engagement and Coalition Building

Identify, develop and maintain relationships with key stakeholders including legislative, policy, and regulatory bodies; and other stakeholders such as pertinent government agencies, industry associations, think tanks, advocacy groups, and relevant research institutions to ensure effective communication and collaboration. This includes building relationships, participating in industry forums, attending policy events, and seeking opportunities for constructive dialogue to influence policy discussions and decisions; and

Collaborate with other technology companies, industry associations, and advocacy groups that share similar policy objectives. Strive to form coalitions to amplify the collective voice and advocate for common interests, pool resources, share expertise, and present a unified front to policymakers and regulators.

Advocacy Campaigns.

In collaboration with the pertinent Globe group, design and execute targeted advocacy campaigns to influence policy outcomes. This may involve public awareness campaigns, grassroots mobilization, and media engagement.

Risk Management

In collaboration with other Globe groups, identify, assess and manage risks associated with regulatory change and provide advice on risk mitigation strategies.

Legal Writing, Public Relations and Media Outreach

Draft and review legal documents, including policy briefs, position statements, public comments, and legal memoranda, ensuring accuracy, clarity, and persuasive arguments;

Collaborate with the communications team to develop clear and effective messaging on legal and policy issues for internal and external audiences; and

In collaboration with the pertinent Globe group, assist in engaging the public through media and social media, and raising awareness, or addressing policy issues affecting the Telco and Tech Co industry;
