The Planning Division enables the annual cycle of facility planning to be completed in such a way that the SCD is able to apply processes by which the agency budget recommendations are prepared, and the expenditure of appropriated funds fulfills legislative intent. Human Resource Contact: Debbie Russi, 307-777-6737,debbie.russi@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Coordinate with SCD staff, school districts, state agencies, the University of Wyoming, and the Community College Commission to conduct facility planning in accordance with W.S. 21-15-116. + Provide a consistent representation of the planning team within and outside of the office that enables attendance and facilitation of meetings throughout the state without a gap in services to districts, state agencies, staff, and other clients by using various modes of communication (in-person, emails, phone call, and video conferences). + Acquire enrollment data from the Wyoming Department of Education on an annual basis and calculate enrollment projections per W.S. 21-15-116(a)(i) using the Commission-approved cohort projection methodology. + Use enrollment data to calculate capacity for school district educational buildings (and districts as a whole) and perform other capacity analyses as needed. + Understand and consistently apply State statutes, regulations, rules, policies and procedures, and methodologies in order for the SCD to determine funding priority recommendations to the Commission for planning, design, and construction. + Coordinate budget narratives for each state agency when making capital requests. + Track cost by service trade to be utilized for developing budgets. + Work with the budget team to provide quality control for the annual report that is sent to the Governor and legislative committees. + Assist in providing data to support fiscal impact reports as requested by the Legislative Service Office. + Prepare information for soliciting a professional service provider and participate in the selection process. + Mediate the compilation of data with school districts and state agencies to assist the selected consultant in obtaining the necessary information for accurate and complete assessments. Qualifications PREFERENCES: Preference will be given to those with planning experience. Preference will be given to those who have experience working in school districts. KNOWLEDGE: + Knowledge of State government processes. + Advanced verbal and written communication skills. + High proficiency with Google Workspace Apps and Microsoft Excel, Word, and PowerPoint. + High level of attention to detail. + Ability to research, organize, and analyze large amounts of information to ensure compliance with defined processes that lead to accurate conclusions. + Ability to find, compile, and use data from a wide array of sources. + A high degree of comfortability in collaborative processes. + Ability to approach difficult situations with professionalism to achieve an amicable resolution. + Superior organizational skills. + Experience in public speaking and presenting materials and concepts to diverse groups of people. + Ability to work individually and in a team environment. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Business) Experience: 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + The physical environment requires the employee to work in an office for a standard 40-hour week. + Work as an individual and as part of a team. + Considerable time is spent at a desk using a computer. + T eleworking for limited periods must be pre-approved. + Travel will be required.
