Job SummaryThis position will stand up a new, centralized governance function to support the political and lobbying activities of federal and state government affairs and other CC departments as needed. This role involves designing and implementing effective processes with clear accountabilities, as well as working to improve existing processes, many of which require cooperation from organizations outside Corporate Citizenship. The role will also create a new comprehensive PAC management and solicitation programs for the federal PAC as well as an integrated PAC governance program for PEGPAC and PSExecPAC. This position will oversee external lobbying reporting at the state and federal levels as well as our own voluntary corporate political spending reporting, procurement of politically connected firms, and other related areas. The position will consult leaders of the Corporate Citizenship group in the design of this function and will oversee and direct external consultants including: the federal PEGPAC outsourcing firm; outside financial auditors; outside political compliance counsel. Consolidating the governance functions now performed in pockets across our organization will enhance our risk management and performance in these areas and will result in a more efficient organization overall by freeing up local, state and federal affairs employees to spend more time on external engagement and advancing PSEG's agenda in the public affairs arena.
Job Responsibilities Manage the federal political action committee (PEGPAC) including developing an effective retention program for existing PEGPAC members based on best practices, designing and executing comprehensive solicitation and education strategies and plans; administering all aspects of the PEGPAC charitable match program; putting together internal executive reports on PAC performance, benchmarking and activities; overseeing the annual financial audit of PEGPAC bank accounts (in cooperation with the PAC Treasurer), planning and executing fundraising events for PEGPAC, managing the federal PAC day to day including setting Board meeting agendas, working with the PEGPAC director to create the PEGPAC budget and manage all key processes and back end payroll deduction process and record keeping requirements. Manage compliance with state and federal lobbying laws, including working across the Enterprise to create timely and accurate regulatory compliance filings at the state and federal levels; develop process improvements and process flow documents such as RACI charts, ensure record-keeping consistent with the company's document retention policies and audit requirements. Oversee creation of a timely, accurate annual corporate political disclosure report that captures all the required categories of spending across the Enterprise. This is an interdisciplinary challenge that requires liaising with procurement and creating an internal team to vet the information. Lead efforts to continuously improve the process of gathering this information; assess and lead PSEG's response to external surveys such as the CPA-Zicklin index. Manage corporate governance functions of PS ExecPAC, including preparing integrated reports to senior management encompassing both state and federal PACs; ensuring compliance with laws and regulations with respect to reporting; ensuring proper management, record-keeping and auditing of PS ExecPAC funds. (Any solicitation-related PS ExecPAC activities performed by this position will be direct billed to PS ExecPAC.). Manage Corporate Citizenship's performance under the corporate politically-connected retainer policy, including conducting the research and outreach to create accurate risk memos with supporting documentation to enable retention of key lobbying and political consultants; manage Corporate Citizenship's compliance with the corporate political participation practice, including liaising with 501(c)4 organizations supported by PSEG to assess their decision-making processes and governance; preparing required internal memos and other responsibilities as directed. Special projects, such as leading all aspects of PSEG's participation in major events such as the COP (conference of parties), national political conventions, and tours of PSEG facilities by federal elected officials and staff. This requires conceptualizing events to achieve our goals and maximize our investment, serving as "Trip Captain" coordinating across departments to ensure flawless logistical execution and full preparation by PSEG executives. This function is both conceptual/strategic and detailed (including writing and assigning briefing materials, planning all logistics and creating detailed schedules for PS executive-level participants). Participating in PAC workshops and other external engagement to learn best practices for growing and maintaining an effective political action committee. Job Specific QualificationsRequired
Bachelor's degree with at least 8 years of relevant work experience. Experience designing, documenting and executing key process flows that align with regulatory and legal requirements; superior attention to detail; ability to lead projects across organizations to produce results; superior communications skills and experience creating persuasive and informative power point presentations, memos, and other written documents. Expertise in Power Point, Excel. Prior experience managing a political action committee and designing an effective solicitation and retention program. Must be able to travel to Washington, DC as needed to perform job responsibilities and to PAC conferences in other cities once or twice a year.Desired
