Summary This position is located in the Africa Division within the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). The Portfolio Director position is physically located in Washington, DC, with temporary duty assignments to Resident Country Missions (RCM) in partner countries to provide surge support or coverage as needed. MCC uses a pay banded system to compensate employees. This position is pay band MC-3B/3A which is generally equal to GS-14/15. Responsibilities Advances the goals of the Africa Division by contributing to three main areas: (1) corporate and departmental priorities and Inter-Agency initiatives; (2) Inter-divisional and inter-departmental collaboration and coordination; and (3) Intra-Africa technical, operational and management processes and priorities. Contributes to establishing and implementing standard operating procedures for stand-up of RCMs and Accountable Entities (AEs) in Africa. Serves as Africa point of contact on cross departmental efforts and specific corporate priorities. Coordinates Africa input and advances key business process improvements. Participates in interagency meetings, tracks administration priorities and initiatives, and responds to interagency requests for data and information. Advises and assists Africa Division's Management in managing the division and working in concert with managers across DCO divisions and other MCC departments, including provision of surge support as needed. Participates in and provides coordination and support for conferences, workshops, and other events, as well as contribution to publications, lessons learned documentation, policies, procedures, tools, templates, and other documentation. Communicates effectively to internal and external audiences using a wide variety of methods and by developing appropriate and well-written materials and presentations for delivery and for management use. Conducts and/or supports research and analysis, and frames issues for discussion and decision within DCO/Africa, among broader DCO management and senior staff, coordinating and working across divisions and departments and leading or participating in working groups. Advises and supports DCO/Africa to ensure effective oversight of compact development and implementation, including provision of surge support and coverage and track and troubleshoot risks across DCO/Africa's portfolio. rack and oversee strategic budgeting for division management. Serves as initial country team lead for newly selected Africa compact country programs until the permanent Country Director is hired and onboarded. Performs related duties as assigned. Requirements Conditions of Employment Qualifications To qualify for Pay Band 3b applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; providing advice on compact development and implementation-related technical and policy issues; performing work involved with the operation and management of compact development and implementation; tracking priorities and initiatives and troubleshooting risks throughout the compact lifecycle; overseeing strategic program budgeting; and communicating, orally and in writing, to draft and review briefers and other official documents and to convey program information and deliver briefings to internal and external audiences. To qualify for Pay Band 3A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience as a subject matter expert on a range of compact development and implementation-related technical and policy issues; performing work involved with the operation and management of compact development and implementation; tracking priorities and initiatives and troubleshooting risks throughout the compact lifecycle; overseeing strategic program budgeting; and communicating, orally and in writing, to draft and review briefers and other official documents and to convey program information and deliver briefings to internal and external audiences. Highly Desirable: experience establishing and implementing standard operating procedures for stand-up of compact development and implementation, particularly in Africa. Highly Desirable: Proficiency in a language spoken in sub-Saharan Africa (e.g. French, Portuguese) Please include language and level of proficiency in your resume.
