Responsibilities Assume responsibility for managing the existing baselined processes and procedures, as well as work with SEG Business Process Manager and SEG Portfolio Manager on managing new SEG-wide processes. The contractor, working with the appropriate Sponsor approved Government Task Manager (GTM), shall recommend process improvements to achieve optimal efficiency and/or effectiveness. Assist the Sponsor in conducting requirements traceability to permit the progressive identification of mission needs and operational requirements. Assist the Sponsor with tracking and reporting financial data, including coordination of collecting and disseminating financial updates across SEG FO and SEG Division/Branches. Supports formulating, justifying, and defending budget build. Develop and maintain spend plans/execution workbook - includes reconciling spend plans with actual/planned expenditures and recommends options to address potential over/under utilization of resources. Supports the group in formulating, justifying, and defending budget builds. Stay up to date with all customer and operational adjustments for dynamic support finance adjustments to mission needs. Develop and implement processes and procedures as defined in the SEG governance reviews, including coordination of monthly budget reviews and quarterly program reviews. Identify key enabling technologies for use in CCI/SEG to increase performance and/or lower cost. Develop and maintain project schedules and maintain and update all documentation needed for SEG review meetings. Qualifications Must possess and maintain a TS/SCI clearance with Polygraph. A degree (or equivalent experience) in quantitative analysis, financial analysis, or a closely related field. BS 10-12, MS 8-10, PhD 5-7 Demonstrated knowledge of strategic planning and resource management processes. Demonstrated knowledge of program planning and execution processes. Demonstrated knowledge of business resource planning practices and cost analysis. Knowledge of business resource planning practices and cost analysis. Knowledge of quality assurance procedures to ensure data integrity and timeliness of data. Knowledge of economic and accounting principles and practices. Knowledge of program risk assessment principles and processes. Knowledge of IC strategic planning and resource management processes. Demonstrated experience in excellent verbal and written communication skills. Demonstrated ability of demonstrate diversity in problem solving. Demonstrated experience with ability to break down highly complex scenarios into manageable work products that promote project and mission success.
