Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Practice Leader, Clinical Counselling, Maximum and Multi-Level Security Units reports to the Clinical Services Manager, Allied Health, works collaboratively as part of an interdisciplinary team, with in a trauma-informed recovery oriented and culturally safe model of care. The Practice Leader and is responsible for delivering clinical counselling and academic services that are consistent with the mission, vision, values and strategic directions of BCMHSUS and PHSA. The position directly provides practice leadership, participates in the planning, delivery, and evaluation of services, and provides input into human resource and financial resource management. Additionally the Practice Leader supports program leaders in decision-making processes surrounding care delivery, clinical competencies, clinical practice, and standards of care in order to treat forensic patients who have complex mental health illnesses and may have co-occurring addictions and medical conditions. Leads and/or participates in quality improvement and risk management initiatives, meetings, research and education. As required, provides Clinical Counselling services in designated programs focused on designated clients, and carries out psychosocial, social and concurrent disorder assessments.

Duties/Accountabilities:

1. Provides leadership in Clinical Counselling practice and ensures professional association standards, certification requirements, practice guidelines, and the code of ethics for Clinical Counselling are understood, monitored and maintained.

2. Identifies profession specific performance evaluation standards and processes. In collaboration with Program Leaders provides input to professional competency development and evaluation of staff performance appraisal. Develops strategies to address and remediate performance issues if required. Refers items requiring disciplinary action to the Clinical Services Manager and assists with staff selection by participating on interview panels and providing recommendations regarding evaluation of candidates to facilitate optimal hiring decisions.

3. In consultation with the discipline, and in collaboration with Program Leaders, participates in the planning and coordination of service delivery, including the development of practice guidelines, goals, objectives and interprofessional clinical pathways using evidence-based practice.

4. Provides  clinical supervision, guidance and expertise to staff, facilities workplace solutions, and acts a mentor, along with others, to Clinical Counselling. Ensures that a process and mechanisms are in place for ongoing clinical and peer consultation, such as practice councils and mentors.

5. Maintains and updates knowledge by methods such as reviewing relevant literature, research, techniques and best practices in psychiatric rehabilitation and concurrent disorders treatment, forensic mental health, applicable legislation and FPS policies and procedures.

6. Acts as a clinical resource for staff and students and promotes interdisciplinary collaboration to address treatment concerns, continuity of care, and resource coordination by methods such as assisting with therapeutic interventions and problem solving, fostering interdisciplinary teamwork and communication, modelling expected behaviours, providing clinical guidance and information on complex cases, and developing linkages/partnerships with other facilities, agencies, and community resources to best meet client need.

7. Addresses the training and orientation needs of staff and students by methods such as arranging and/or participating in staff education; identifying and recommending training/skill enhancement for staff; conducting needs assessments and coordinating the introduction of new skills/procedures; ensuring necessary resources are available or accessible; and delivering related training and orientation content to ensure effective patient centered care.

8. Ensures Clinical Counselling’s participation in interprofessional research and education activities, by contributing to research activities involving Clinical Counselling and services, and acting as a liaison between the research coordination resource and the discipline.

9. Conducts intake and comprehensive psychosocial, social and concurrent disorder assessments of adults experiencing severe psychiatric and behavioural difficulties who have been referred by the Courts to determine current level of functioning and areas of strengths and deficits; preparing a written assessment that may be utilized in Court, including recommendations and information related to diagnosis, fitness to stand trial, mental state at a time of offence and treatment plans; and preparing ongoing written assessments of patient progress for submission to the B.C. Board of Review and/or Review Panel as required.

10. In conjunction with professional practice and operational leadership facilitates and participates in the development of the quality improvement and risk management programs through upgrading and maintaining policies, procedures and clinical guidelines.

11. Provides direct psycho-social treatment and interventions for patients by methods such as carrying out evidence based individual, group and family therapies according to a variety of theoretical models; establishing and maintaining therapeutic relationships; developing and providing psychosocial group programs targeting specific areas of psychological and social functioning.

12. Works in conjunction with Program Leaders and others to identify staff requirements, develop position descriptions and performs first stage screening to determine and evaluate professional competencies and qualifications.

13. Leads or participates in committees, team meetings, task groups, continuing education, conferences, and/or corporate initiatives by methods such as providing input from a clinical perspective, presenting relevant material, acting as an advocate for the goals and objectives of the program, and promoting optimal support and availability of resources for patients.

14. Maintains concise and accurate documentation on patient files in accordance with FPS policy standards and in compliance with professional and legal requirements. Prepares written reports and treatment summaries as per FPSC policy, standards and guidelines. Maintains a variety of other records as required.

15. Participates in the development, modification, implementation and monitoring of the workload measurement system to meet internal and external reporting requirements and to assist with resource allocation and clinical prioritization.
