Primary Purpose
Responsible for effectively applying the principles and practices of health planning and clinic management to manage, direct and coordinate the health services in their designated clinics to achieve health center/clinic goals, organization objectives, and population management improvements. Responsible for the operational planning process for the clinic to support Parkland Health's strategic and ambulatory initiatives. Responsible for effective financial management of assigned areas. Focuses on operational issues to facilitate patient flow processes and communicates with physicians, nurses, clinical staff, and members of the leadership team as necessary.
Minimum Specifications
Education
Bachelor's Degree Business, Healthcare Administration, or a related field preferred.
Experience
Must have eight (8) years or relevant experience or: With approval and sponsorship of the Chief Operating Officer, the experience requirements may be waived for a successful graduate of the Parkland-administered Administrative Fellowship Program
Equivalent Education and/or Experience
May have an equivalent experience to substitute for the education requirements.

Responsibilities
Responsible for managing daily administrative, business, and clinical operations for the health center/clinic population. Organizes personnel to participate in broader population activities. Develop action plans with triage leadership to implement a targeted strategy that meets the needs of the service area population. Seeks to enhance patient satisfaction in health centers/clinic. Assists with patient complaints, guiding the situation toward resolution or directing/escalating to the proper resource for resolution. Assists with effective facility management to include co-locators and support services as measured by space planning, cleanliness, functioning of equipment, and overall environmental safety. Assists with the timely and effective maintenance of equipment and rooms to ensure maximum productivity. Analyzes critical operations on an ongoing basis. Provides weekly, monthly, and annual reports to evaluate and demonstrate practice performance. Communicates results to Population Health administration. Responsible for participating in the ongoing activity with the divisional performance improvements program. Contributes to and establishes operational, functional, and business plans that have short to long-term impact on department and operating results. Communicates with parties within and outside of own department or function, which may include external customers or vendors. Participates in staff selection, assists with training, motivates, and provides input in staff evaluation. Monitor employee satisfaction, turnover, employee initiatives, participation in quality improvement, and other activities to ensure the department and employee goals are obtained. Ensures the proper patient processing and billing functions are carried out effectively, efficiently, and in compliance with all regulatory and billing requirements, including effective collection of insurance and patient receivables. Ensures practice productivity and provides recommendations for improvement. Other duties as assigned.
Job Accountabilities
Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
