This role manages preconstruction design and purchasing for site-specific new store and remodel development for $200+ million in capital expenditures. This key position leads consistent building/site design and entitlement approvals for fee-development, build-to-suit new stores, and TSC remodel projects nationwide. This role provides design support during construction, including consultant coordination for timely RFI responses.
Essential Duties and Responsibilities (Min 5%) Lead all preconstruction design services for fee-development projects with consultant and internal teams, from conceptual site and building design for TSC and entitlement approvals, to final construction documents for permit approvals. Coordinate with build-to-suit developers and their architects to develop conceptual site and building designs for REC leadership approvals, and partner with Construction Managers to review construction documents for consistency with TSC standards. Lead the remodel coordination between the Store Planning team, design consultants and Construction team for Fusion and Garden Center remodel projects, to confirm consistent execution and predictable costs. Lead reliable due-diligence and entitlement scope/schedules for new and remodel projects, including management of fee-development entitlements and TSC remodel permits; and evaluate developer entitlement scopes to confirm build-to-suit schedules. Coordinate new store design exhibits for the Real Estate team for REC leadership approvals of both fee-development and build-to-suit projects. Coordinate remodel design exhibits with Merchandising team for internal TSC approvals. Support Estimating to prepare conceptual costing for REC approvals and contribute value-engineering and alternatives as required. Partner with Construction Managers and General Contractors to place purchasing orders for key materials for fee-development projects and coordinate timely deliveries. This includes the ownership of the Furnished By Owner (FBO)/procured materials program. Work with Finance team to assign purchase orders and approve invoicing. Use relevant business analyses to measure and monitor suppliers for cost, quality, and schedule performance. Partner with Procurement team to share supplier performance data, to maintain vendor cost and schedule commitments and drive potential cost saving. Build effective relationships with internal customers, design teams, developers, suppliers, and user groups that reflect and support company core values that meet or exceed the customer's expectations. Work closely with internal design and construction teams on project costs and value engineering opportunities.Required Qualifications
Experience: 10+ years of experience in preconstruction design management.
Education: Bachelor’s degree in architecture, construction project management, or an equivalent combination of experience and education is required.
Professional Certifications: PMP Preferred.
Preferred knowledge, skills or abilities Extensive experience in feasibility studies, due diligence, and entitlement management for multiple construction types and complex building developments. Demonstrated understanding and knowledge of planning, zoning, and permit processes. Knowledge of local, state, and federal regulatory requirements, building codes, and technical requirements of the construction industry. Experience with geotechnical reporting, and alternate cost-effective approaches to manage a variety of site conditions. Superior understanding of construction schedules, facility operations, technology, furniture, fixtures, and equipment. Experience with purchasing programs, purchase orders and payment programs. Ability to plan, organize, motivate, mentor, and evaluate the work of others as well as work independently. Ability to prioritize tasks, handle multiple projects concurrently and manage competing priorities. Must have working knowledge and ability to use computer aided design software (CAD), markup software (Bluebeam) and Project Management Software (Projectmates, Procore, etc.).
