Job Description:

Coordination

Lead the health systems strengthening efforts and capacity building of the SMoH and CHDs.Coordinate with MoH, SMoH and UNICEF for accredited facilitators to facilitate trainings.Coordinate the SMoH and CHD led quarterly joint support supervision.

Program Implementation

Support the SMoH and CHD to obtain MoH guidelines and distribute to the health facilities.Support the SMoH and CHD HR/Admin to develop payrolls, staff JDs and conduct staff appraisals.Support the CHD to improve Maternal and Child Health indicators and EPI coverage in the County.Support the SMoH and CHD to develop micro plans for EPISupport the SMoH and CHD to develop work plans including for all trainings in the Lot.Liaise with finance to ensure resources for trainings are availed including cash.Raise all PRFs for trainings, health facility maintenance.Work with the CHD to conduct routine service delivery assessments in a bid to identify gaps.Lead initial rapid assessments incase of IPDs, refugees, disease outbreaks etc and compile reports.Shall support the SMoH and CHD to implement emergency activities such as reactive measles campaigns and others.Ensure SMoH and CHDs are well trained on DHIS2, EWAS, IDSR reporting.Develop Support Supervision checklists and ensure adherence by the SMoH and CHDs.Put in place Store Drug Store Management guidelines.Put in place Accountability to the Affected Mechanisms in place.Lead Monitoring, Evaluation and Learning at Lot level.Support the CHD to roll out quality BeMONC and CeMONC at the supported HFsSupport the CHD to ensure that all supported HFs observe IPC procedures.Conduct routine support supervisory visits to the health facilities including on job coaching and mentorship to health workers.Work with the SMoH and CHD to ensure disciplinary actions are taken against staff who violate the MoH working policies and ethics.Support the SMoH and CHD to improve health service delivery infrastructure ( construction, routine maintenance, proper waste disposal, fencing)Support the SMoH and CHD to conduct last mile delivery of medicines.A custodian of the Lot assets and thus maintain an asset database on quarterly basis.Organise and conduct quarterly review meetings at Lot level.Do quarterly performance analysis and provided feed back to the support counties.Shall be a focal person for Last Mile Delivery including receipt of drugs from the airport and onward distribution to the health facilities.Support the CHD to improve cold chain in all the supported health facilities.Support the CHD to recruit qualified staff in all supported health facilities.Conduct quarterly QSC assessments at the HFs.Attend county level government and humanitarian health and nutrition coordination meetings

Reporting

Write weekly narrative updates and share with the Lot Manager.CHD submits weekly IDSR every Friday.Report all incidences affecting HSTP MDTF service delivery within 24hoursEnsure CHD submits monthly DHIS2 by 8th of every monthProvide quarterly reports including success stories by 15th of the preceding the quarterMonitor the HSTP MDTF assets and ensure they are well tagged

Budget Management

Raise PRFs for training in time.Liaise with finance to ensure cash is availed for trainings.
