Job Description:
This position will lead the capture of major new business pursuits and campaigns to drive growth in the Airborne Combat Systems Sector, Space and Airborne Systems Segment at L3 Harris. Focus areas will vary depending on business priorities, spanning the Sector’s divisions and efforts may also incorporate offerings from other L3Harris segments or sectors. These businesses focus on serving primarily DoD and Intelligence customer base, however, may include some Commercial and International customers as well.
Reporting to the ACS Director of Strategy and BD Operations, a successful candidate will independently lead capture teams in the pursuit, shaping, bidding, and winning of new business opportunities, as well as coaching teams on the pursuit of new business. They will work cross functionally to ensure winning proposals are submitted and be recognized as an internal expert and thought leader. They will work under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization. They will also assist in market analysis and competitive intelligence analysis in order to increase the Probability of Win for strategic pursuits. They should be able to communicate within and outside of the organization to influence leadership to accept new practices, approaches, and concepts and develop or champion new systems, concepts, or technologies as well as recommend tactics and strategies that directly impact the achievement of overall business or functional results. In addition to leading successful captures, this position will also require strategy creation, market analysis, and competitive intelligence/analysis which are integral parts of the Business Acquisition Process. They will be tenacious and persistent problem solvers, demonstrate decisive leadership that drives win strategy action plans to closure, lead by example and establish best practices for capture methods and tools, excel at translating detailed information to executive level staff members, and coach/mentor new pursuit teams in the pursuit of new business opportunities.
Essential Functions:
The successful candidate will:
Collaborate and work with Business Development (BD), Program Leadership (P&L), Contracts, Engineering, and other functional entities to develop compelling and compliant responses to requests for proposals (RFP), requests for information (RFI), broad agency announcements (BAA), and other customer requests.Create, implement, and oversee the execution of Capture strategies, customer engagement plans, and execution plans for specific opportunities.Understand the DoD and Intelligence Community (IC) missions from sensor to warfighter across all warfighting domains. Understand the customer instructions, evaluation criteria, competitive landscape, and L3 Harris technology discriminators in order to increase Probability of Win. Cultivate team understanding of the customer’s mission, strategy, unmet needs, problems, hot buttons, most important requirements, biases, barriers, etc.Drive the collection and assessment of detailed market analysis and competitive information from multiple sources.Recommend win strategies and approaches for differentiation based on market and competitive assessment, mission understanding, business deals, potential teaming, price to win analysis, etc.Demonstrated ability to lead teams through cost and technical trades to arrive at target solution aligned with the opportunity’s win strategy.Adhere to the L3 Harris Business Acquisition Process (BAP) and associated tools and methods to create the appropriate activities and reviews and ensure these are presented to leadership and framed for executive level decision making.Accountable for the production and timely submittal of a compliant, compelling, and competitive offerings for new opportunities.Understand how to create, maintain, and manage a budget to execute a capture.Qualifications:
Bachelor’s degree and a minimum of 12 years of proposal management, business development, capture management, or program management experience; Or Graduate degree and a minimum of 10 years of prior related experience. In compliance with pay transparency requirements, the salary range for this role is $179,000 - $227,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
